c) frequent disinfection of exposed surfaces and avoidance of crowds, especially in the areas of cash registers.

d) carry out, on the part of public and private providers of passenger transport, frequent disinfection of the space of the means of transport and of observing the specific regulations.

e) change working hours, by public institutions and economic operators, with more than 50 employees, to avoid congestion on public transport.

f) the provision of measures, by all legal persons under public or private law, for the performance of work at home, for part of the staff, if the activity carried out allows it.

4. The following measures are recommended:

a) stay in the home / home of people who show signs and symptoms of respiratory viruses and inform the family doctor;

b) avoid entering crowded spaces of any kind if not strictly necessary.

The proposed measures will continue after May 15, 2020.

Prohibition to organize and carry out the following activities: – demonstrations, demonstrations, processions, concerts or any other meeting in open spaces; – cultural, scientific, artistic, religious, sports, entertainment, gambling, spa activities carried out indoors.

Suspension of service and consumption of products in restaurants, hotels, motels, pensions, cafeterias or other public places (in common dining rooms inside restaurants, hotels, motels, pensions, cafeterias or other public places, as well as on terraces from outside the locations ).

Temporary suspension of retail activities of products and services in shopping centers where several economic operators operate.

Measures for Romanians after May 15, 2020

Prohibition of entry into the territory of Romania, through the crossing points of the state border, of foreign citizens and stateless persons.

Suspension of flights by economic air operators to and from countries in the red zone of epidemiological risk during a specific period, in accordance with the provisions of applicable international standards.

Suspension of international road passenger transport by regular services, special regular services and occasional services in international traffic, for flights to the 5 countries in the RED epidemiological risk area and from them to Romania.

Previously established quarantine measures and restrictions for the following localities / areas: Suceava and the neighboring area consisting of the communes of Adâncata, Salcea, Ipotești, Bosanci, 6 Moara, Șcheia, Pătrăuți and Mitocu Dragomirnei, city of Țăndărei in the county of Ialomița, Bendad neighborhood, Tulcea County, Vadu Cri Crului town, Bihor county and Poșta neighborhood of Buzău municipality, Buzău county. The reevaluation of the measures will be carried out at the request of the county committees for emergency situations, based on the analyzes carried out by the public health directorates and approved by the INSP.

Coercive measures for people who do not respect the isolation / quarantine as follows: 1. isolated people in the home, who leave the place where they were located, without the approval of the competent authorities, are directed by the law enforcement authorities and institutionalized quarantine, under surveillance; 2. Persons who do not comply with the isolation conditions in the declared place / where they have chosen to carry out the isolation and identify themselves outside the isolation space will be required to quarantine 14 days, assuming the expenses incurred with their quarantine; 3. Persons who leave the place where they were quarantined, without the approval of the competent authorities, will be obliged to resume the 14-day quarantine cycle, assuming the expenses incurred with their quarantine and will be criminally liable in accordance with the law. .

PERMITTED ACTIVITIES WITHOUT ADDITIONAL CONDITIONS

Entry into Romanian territory of foreign citizens and stateless persons belonging to the following categories:

1. members of the family of Romanian citizens;

2. members of the family of nationals of other Member States of the EU or the European Economic Area or the Swiss Confederation, with residence in Romania;

3. persons in possession of a long-term visa, a residence permit or a document equivalent to a residence permit issued by the authorities, or a document equivalent to them issued by the authorities of other States, in accordance with the legislation of The EU;

4. persons traveling in a professional interest, evidenced by a visa, residence permit or other equivalent document;

5. diplomatic or consular personnel, personnel of international organizations, military personnel or personnel who can provide humanitarian aid;

6. passengers in transit, including those repatriated as a result of the granting of consular protection;

7. passengers traveling for compelling reasons; 8. people who need international protection or for other humanitarian reasons.

Transfer of people outside the localities in the following situations:

1. in the professional interest, including between the home / household and the place / places where the professional activity takes place and vice versa;

2. for humanitarian or voluntary purposes;

3. carrying out agricultural activities;

4. for the commercialization of agri-food products by agricultural producers;

5. the care or administration of a property in another locality; issue documents necessary to obtain rights;

6. participation in programs or procedures in treatment centers;

7. for other justified reasons, such as:

– care / accompaniment of children / relatives;

– care of a relative / relative or dependent;

– assistance to elderly, sick or disabled people;

– death of a family member.

People entering the country from the following categories will not be isolated at home / in quarantine, as appropriate.:

1. freight vehicle drivers with a maximum authorized capacity of more than 2.4 tons;

2. aircraft pilots and flight crews;

3. locomotive drivers and railway personnel.

ACTIVITIES ALLOWED UNDER CERTAIN CONDITIONS / SITUATIONS

1. Activities organized by religious faithful in places of worship that take place without the participation of believers or private practices and rituals (for example, baptisms, weddings or funerals) that take place with the participation of a strictly limited number of people: maximum 16 people. and compliance with the rules of social distance;

2. Personal care activities carried out in specially designated areas and in strict compliance with prevention and protection measures;

3. Training of performance athletes in strictly supervised camps organized in dedicated centers isolated from the outside throughout the training period, with COVID-19 tests at the entrance and exit of the camp, daily medical check-up by the team doctor and sure. within the center of all auxiliary personnel required for the operation;

4. The cultural activities carried out in the specially designated spaces, respectively at the level of museums and exhibition halls, with the provision of hand disinfection materials at the entrance to the premises, the obligatory use of the mask, the carrying out of circuits separate entry and exit, disinfection of access and areas with which visitors can come into contact, at least twice a day, once in the middle of the program and once at the end of the program;

5. Individual recreational-sports activities carried out outdoors (cycling, hiking, running, sailing, mountaineering, hunting, fishing and others) with the participation of up to 3 people.

Organize activities for the preparation of food, as well as the commercialization of food and alcoholic and non-alcoholic beverages, which do not imply that clients remain in spaces designated for this purpose, such as drive-in service, room service, delivery to the client . , take away food, etc.

Sale of household appliances and appliances, only if economic operators ensure their delivery to the buyer’s house / office. The activity carried out by economic operators within shopping centers that have secure access directly from outside the facilities and communication with the rest of the complex is interrupted. Employed personnel are required to wear a mask permanently, which will be changed in an interval of no more than 4 hours, and the economic operator will provide hand disinfection solutions in the area of ​​access to the facilities.

Flights on state aircraft, cargo and mail, humanitarian or emergency medical services, non-commercial technical landings, as well as flights by all airlines on charter flights, with the opinion of the competent authorities of the destination country. .

Activities in dental offices, in compliance with measures to prevent and control the spread of infections.

Guarantee outpatient medical care, provided the activity is organized so that consultations are made by appointment only and patients are prohibited from being parked in waiting areas. Access to consultation rooms is done only after epidemiological triage, and patients with a temperature above 37 or respiratory virus symptoms will be assigned a dedicated consultation space. If, after the consultation, the suspicion of SARS-CoV -2 coronavirus infection arises, SNUAU 112 will be called to collect the patient and transport him to a specialized health unit. Movement of people outside the home / home within localities, in accordance with measures to prevent the spread of infection and to avoid the formation of groups of more than 3 people who do not belong to the same family.

Reopening of parks to the public, with the exception of playgrounds and compliance with general prevention and protection measures.

Displacement of people outside the localities in the following situations:

1. medical care that cannot be postponed or performed remotely;

2. Individual recreational-sports activities carried out outdoors (cycling, hiking, running, rowing, mountaineering, hunting, fishing and others) with the participation of up to 3 people.

3. participation in family events, with a limited number of people and compliance with the rules of social distance;

4. for the purchase, service, ITP performance or other vehicle maintenance operations, activities that cannot be carried out in the locality of residence.

People entering the country from the following categories will not be isolated at home / in quarantine, as applicable:

1. Seafarers disembarking from Romanian flagged waterways vessels in a Romanian port and showing no symptoms associated with COVID-19, provided the employer provides the certificate for international transport workers and equipment personal protection against COVID-19, when traveling from the ship to the place where you can contact between trips;

2. cross-border workers who, upon entering Romania from Hungary or Bulgaria, show no symptoms associated with COVID-19;

3. persons entering Romania to carry out activities of use, installation, commissioning, maintenance, service of equipment and medical technology, as well as equipment in the fields of science, economics, defense, public order and security national, if there are no symptoms associated with COVID-19 and demonstrate contractual relationships with the beneficiary / beneficiaries in the Romanian territory.
