The government-initiated bill on measures to prevent and combat the effects of the alert pandemic COVID-19 is being debated and voted on today by the Chamber of Deputies.

The project enters into the debate of the specialized commissions, which will prepare a report, which will be put to the vote of the plenary session of the House at today’s meeting.

On Tuesday, the Senate adopted this bill, the form proposed by the government was amended by passing several proposed amendments, for the most part, by the PSD. When the state of alert is established throughout the country, the measure must be approved by Parliament, established, among others, by senators.

In the debates in the Chamber, the deputies can intervene, in turn, in committees and plenaries, on the text and modify the variant adopted by the Senate.

The Chamber of Deputies is the decision-making body.

After the vote in the Chamber of Deputies on Friday, the document must also be promulgated by President Klaus Iohannis, to enter into force the same day.

What is the project about

The Senate on Tuesday adopted the government’s bill on alertness. But there are some important changes.

In the first place, the state of alert can only be decided by the Parliament, through the joint session of the two Houses, and not by the Government, by ordinance, as provided by current law.

Another amendment refers to the terraces, which could be opened if they meet sanitary protection standards. On the other hand, the Ministry of Health will no longer be able to dismiss and appoint the administration of the hospitals that belong to the county councils and municipalities.

Romania is emerging from the state of emergency

We are two days from the moment when Romania abandons the state of emergency and enters a state of alert. From Friday we will be able to leave the house without the declaration at our own risk, but we will not be able to leave the city, unless we have to, and necessarily with paper.

The mask becomes mandatory in closed public spaces or on public transport.

Even if the state of emergency is lifted, in Romania the authorities announce that measures are still needed to combat the spread of the virus and therefore the alert state will be established for 30 days.

This implies new obligations.

For the Executive to implement them, these new measures must also be approved by Parliament.
