The President of Romania, Klaus Iohannis, signed the following decrees on Monday, January 4 of this year:

  • Decree on the promulgation of the Law for the ratification of the Loan Agreement (Results Based Program in the Health Sector of Romania) between Romania and the International Bank for Reconstruction and Development, signed in New York on September 23, 2019, amended and updated by the Letter of Amendment signed between Romania and the International Bank for Reconstruction and Development, in Bucharest, on July 31, 2020 and August 26, 2020 (PL-x 549 / 09.14.2020);

The purpose of the law is to regulate the ratification of the Loan Agreement between Romania and the International Bank for Reconstruction and Development for the results-based program in the health sector (type PfoR), for an amount of 500 million euros.

The program aims to increase primary health care coverage for vulnerable communities, improve the efficiency of health spending, and implement a series of reforms to strengthen the health system and strengthen the capacity of authorities to respond to emergencies caused by the COVID-19 pandemic.

In accordance with the law, the Romanian Government authorizes that, through the Ministry of Public Finance, “modifications to the content of the IBRD Loan Agreement are accepted that are unlikely to increase the financial obligations assumed by Romania to IBRD.” The agreed amendments are approved by decision of the Executive.
