Alexandru Rafila says that he would have organized the Ministry of Health differently, if he had been in the place of Minister Nelu Tătaru, and would have set up an operational center, with clear powers in the field of crisis management due to coronavirus. “For the moment, it must be done at the level of the Ministry of Health – in fact I proposed it in April, I think – an operational center must be created with very clear responsibilities for the Minister of Health, the secretaries of state, the correlation of these people , who must or in charge of activities, as follows: I must have a person in charge of public health, a person in charge of health, a person in charge of logistics. Every day there should be some operational meetings to assess the situation on the ground and an allocation of resources and needs for each of the country’s municipalities.
This, unfortunately, does not happen, the attributions are intricate (mixed – no), the organization chart of the Ministry of Health after the change that took place not long ago does not provide – it seems to me absolutely inexplicable – the word does not appear public health. So we have a major public health emergency, we have a public health system made up of the National Institute of Public Health and the Public Health Directorates, and the correspondent for these structures in the territory does not exist in the Ministry of Health. It is a subject that, honestly, I do not understand and from the conceptual point of view of organizing a health system it has no justification, ”Alexandru Rafila also said.
