In view of the large number of questions received from citizens about the Flores and Pascua trip, the Strategic Communication Group has released a set of responses. Questions refer to visits to Easter parents, completing the declaration at your own risk and traveling to other cities.
Among the questions GCS has answered are “Where can I find the correct declaration template at my own risk? Is it physically required for me to present it or is it sufficient to display the image on the phone?
Answer: Military Ordinance 3/2020 stipulates in art. 4 paragraph (3) that “The declaration under his own responsibility must include the name and surname, the date of birth, the address of the residence, the reason and place of the trip, the date and the signature”. This means that the document “can be edited / completed from the PC / laptop in the predefined fields, in PDF format, which requires the printing and the holographic signature of the holder. Then you can photograph it and save it on your phone / tablet to present it to the authorities.
Until now, the only legal way to authenticate the statement at your own risk is the holographic signature. This holographic signature means that, for that signed act, there is legal responsibility, with all that this implies in the situation in which the person would be responsible. As for the electronic signature, you must follow some preliminary validation steps for the person who uses it and assumes a certain use regime.
