On Monday, September 7, the Public Health Directorates at the national level must announce the cumulative incidence rate of COVID-19 transmission, for each locality. These data will practically define the scenario according to which school will start. DSPs will report this rate to school inspectorates, who will then decide the scenario under which subordinate schools will operate: green, yellow, or red.

The epidemiological criterion from which the educational units / institutions establish one of the 3 scenarios is the cumulative incidence rate, respectively the total number of new cases in the last 14 days compared to 1,000 inhabitants, according to the order of the Ministry of Health.

“As far as I know, at the Bucharest level, the (rate) will be at level 1”said Sunday night, on Digi24, the Secretary of State in the Ministry of Health, Andrei Baciu. That would mean that Bucharest will be on the yellow stage, which involves hybrid education.

Sthe green scenario assumes that all children will go to school. Yellow requires blended education: face-to-face and online, while a red script would carry out the courses only in a virtual environment. DSP decisions will be the basis for enrolling each school in one of the 3 scenarios. Subsequently, the County Committee for Emergency Situations will send by September, 10th the decision on the operating scenario of each educational unit for the start of the 2020-2021 school year.

What should be the cumulative incidence rate that applies to all three scenarios?

In accordance with the joint order of the Ministry of Education and the Ministry of Health,

1. If the cumulative incidence rate is less than 1 / 1,000 inhabitants – it will be possible to choose between scenario 1 or scenario 2 for each educational unit, depending on the infrastructure and existing resources at the educational unit level.

2. If the cumulative incidence rate is between 1-3 / 1,000 inhabitants – will apply scenario 2 for all educational units in the town.

3.A cumulative incidence rate above the alert limit of 3 / 1,000 inhabitants, DSP County and Bucharest will present CJSU / CMBSU or
analysis of the epidemiological situation in the locality. Depending on the existence of community transmission in the locality and the number of outbreaks in the units
as well as other risk criteria, CJSU / CMBSU may decide, when issuing a decision, to temporarily suspend the
teaching activities that involve face-to-face presence in educational institutions (scenario 3), the courses that are developed online. In the absence of a
such decisions, the educational units of the respective locality will operate in scenario 2.

The rules that will be applied will create conditions of maximum protection for each space.
