Quarantine entry is based on a classification system in which all applicable restrictions are scored. It is not an arbitrary measure and is taken after numerous analyzes. These are the explanations of the head of DSU, Raed Arafat, after being asked why the Capital, with 6.6 diseases per thousand inhabitants, does not go into quarantine.
Raed Arafat, head of DSU, explained to Jurnalul de Seară that in Sibiu and Sălaj it can be seen that the quarantine works, as the number of coronavirus diseases has decreased significantly.
Asked what is the situation of the Capital and why is there no quarantine in Bucharest, although cases of disease are increasing, Raed Arafat replied: “Because We not only take the number, it is not only the incidence that is taken into account, there are several things considered by the DSP.
There are all the general measures taken for more than 3 per thousand: closed restaurants, theaters, cinemas. There are traffic restrictions at night, shops close at 9. These are measures already taken. Ilfov I decided to take a measure that I think will have an impact in Bucharest, because many areas are residential. Movement of those who go to work will be allowed, they have reasons, but non-essential movement will be very limited. They will be limited only to the activities provided for in the order. There will be an impact here.
Turns out that DSP Bucharest, with the municipal committee, with INSP, to make the analyzes, at the moment they consider it, they can come up with the proposal at any time“.
Asked if in his opinion, the Capital should be in quarantine, the head of DSU said that he does not have all the data in this regard, but that there is a score established with the INSP.
“This score needs to be done to determine whether or not this is the case. A quarantine measure or additional restrictive measures wherever they can reduce the number of cases. No one can combat this. But the moment this is implemented must be decided. There is also localities that have not taken the quarantine measure, have taken public order measures and there we see some positive signs.
If you want to reduce quickly, as is the case in Sălaj, Sibiu, Albă, Baia Mare, restrictive complementary measures can lead to these results faster.
But a score is analyzed. It seems to me that the 60 points have been exceeded for the INSP to approve it. It was made so that decisions are not arbitrary, under pressure, but rather on the basis of the score, “explained Arafat.
