Barna Tanczos, Minister of the Environment, explained how the guarantee system will work: the return of plastic, glass and aluminum containers that generally contain beverages. This system in which the cost of the product will be supplemented by 50 money per bottle / pack of up to 3 liters, an amount that can be recovered upon return, is intended to contribute to Romania’s recycling goal, says the government official.
“50 money for each bottle of up to 3 liters that will be returned to a vending machine or a store where the collection will take place.
Any consumer of products packaged in PET, glass or aluminum bottles will be able to recover their guarantee, if they return the container, which will be equipped with a special barcode so that this product can be identified as coming from that guarantee – return system .
These packaging become raw materials that enter the circular economy and we no longer waste energy, raw materials and we do not produce waste, but we recycle. Of the waste that comes from households, 90% should end up in recycling and 10% in landfills. In Romania, today, it is the other way around.
The warranty system begins when the manufacturer places a packaged product on the market. That manufacturer will insert this warranty on the product. In addition, the distributor, in the distribution chain until it reaches the store, this guarantee follows the product until it reaches the shelf.
When I come, as a buyer, and take this product off the shelf, I pay for the product itself plus the guarantee, I go home, I consume what is inside and in the next purchase I return with the packaging, I put them in those vending machines that the vast majority of them will. be in supermarkets at points, shopping centers, etc.
In rural areas, due to the fact that almost 70% of national commerce is carried out in rural areas, in small businesses, there in the vast majority of small businesses it will be taken manually, the bond will be delivered, it will be put in bags specially prepared for Bottles, PET and aluminum will be collected by a national logistics system and will reach that single operator who will classify them, prepare them for recycling and pass them on to recycling units.
The packaging can be delivered to any store, at any collection point.

What products are accepted in the guarantee system: return of packaging
Barna Tanczos says that those packages that are dairy will not be part of this system.
“They represent a high risk from the point of view of food, veterinary and sanitary safety.”
The minister specified that water, juices, beer, alcoholic beverages, even oil are among the products in the packaging accepted in the system.

When the guarantee-return system will be launched
“The launch of the guarantee-return system is April 1, 2022. Until then, after the publication of the Government Decision, investments must be made for the purchase of these vending machines, for the logistics and computer system that will track each batch of product in the circuit and to achieve the five selection and classification points at the national level. . In principle, in a year and two months this system should be put into operation.
In the first year we should reach a target of 70%. That is 70% of the packaging placed on the market to be returned to the recycling system. The goal is 90% in 3 years. These are ambitious goals, ”Tanczos said.
How long the barcode will be valid to obtain the warranty
“For 24 months, each bottle can be reintroduced into the system. If within two years after sale, that bottle has not returned to the system, the computer system will be removed and must be deposited in a collector.
Local producers will be required by law, because it is he who puts the packaging on the market, a potential waste. The obligation to recover the packaging rests with the manufacturer.
Importers must also carry the label when placing these packages on the market. It is applied in production abroad or after the importer brings to Romania, those barcodes must be applied ”, explained the minister.
He stressed that it was only about the packaging of beverages.
“We are not talking about packaging for sausages, cheeses, dairy products, shoes, T-shirts, etc. The part of selective collection is still in force “.
