Dragoș Damian, CEO of Cluj Therapy, Romania’s largest drug manufacturer, also spoke about this situation. It says that favipiravir is a drug that is brought into the country at a producer price, without generating a profit.

“We are puzzled by this situation and especially by the fact that we do not have clear information: will we pay or will we not recover?” Damián declared on Antena 3.

Calculations and losses by CNAS

“For now, all the information we have shows that we will pay a 20% recovery fee for the drugs that we brought in in the Covid-19 fight with zero commercial profit.

That’s why we bring them at the cost of manufacturing through a distributor who sells them to hospitals with no add-ons or negligible add-ons.

We are talking here about 3,000,000 tablets of a drug that we incorporate into the therapeutic protocol, Favipiravir. And we are also talking about the deliveries we are preparing to make for ivermectin.

So now we don’t know how to do our calculations. For now, we have a loss if we pay a recovery of a few million lei… And if we also bring Ivermectin, we make calculations so that patients do not suffer from the absence of the product. At the same time, at least we shouldn’t lose, if we don’t win, “said Dragoș Damian.

What is the recovery fee?

The recovery tax requires drug manufacturers to return to the Romanian state a portion of the profits obtained from the sales of compensated drugs that exceed the amount allocated to them by the National Insurance Fund.

Please note that the recovery fee does not apply to distributors or pharmacies.
