According to a draft order under discussion at the Ministry of the Environment, scrapping premiums may be transferred between all types of participants in the program, reports Avocat.net.
The preliminary draft proposed by the Ministry of the Environment establishes that, after its entry into force, not only individuals may assign the right to use a scrapping premium, as currently established by Order 324/2020, but also companies, schools, non-governmental organizations, public institutions or other types of owners of old cars.
Thus, once the measures included in this project have been applied, these scrapping premiums may be transferred from one natural person to another, as now, from a natural person to a legal person, from one legal person to another. natural person and from one legal person to another.
Then, as a consequence of the possibility of transferring the scrapping premium between any category of program participants, the obligation of legal entities to own the scrapped car is eliminated from the program’s financing guide, since they will be able to take over the premium scrapping. of another person.
Less bureaucracy
In addition to the changes related to the transfer of the scrapping premium, the draft order also provides for the elimination of documents, which are currently mandatory to participate in Rabla Clasic, respectively, the elimination of declarations at your own risk, in a form authenticated by a notary public. These will be replaced by a statement to be inserted into the registration note, a document that only needs to be signed, not authenticated.
Likewise, the need to present a tax attestation certificate in the name of the requesting legal entity will be eliminated. The project also stipulates that the validation of the data present in the computer application will be handled, in certain situations, by the validated producers, not by the representatives of the Environmental Fund Administration, as at present.
Within Rabla Clasic, individuals, companies, state institutions and not only can access a scrapping premium of 6,500 lei, in the case of cars, or 3,500 lei, for motorcycles.
Registrations for companies under this year’s program have recently been extended and the deadline for registration is now November 20, 2020.
