The mayors of the municipalities, led by the president of the Association of Municipalities, Emil Boc, criticize the Government of Cîțu for the lack of transparency in the adoption of measures aimed at the Administrative Code. They are dissatisfied with the Emergency Ordinance drawn up by the Government, which adopts various fiscal-budgetary measures and postpones special pensions for mayors for one year.

„Taking into account the Emergency Ordinance on some fiscal-budgetary measures, the modification and completion of some normative acts and the extension of some terms, which will be presented for approval at the next meeting of the Government, the Association of Romanian Municipalities makes the following clarifications:

– The Administrative Code establishes the obligation of the central public powers to consult the associative structures of the local public administration on any draft normative act that directly affects the local public administration.

In urgent situations, the consultation period is 10 business days.

-We note with disappointment that the “unhealthy practices” of previous governments were quickly adopted by the Cîțu government. The GEO project proposed for adoption, without consulting the AMR and other associative structures, thus transforms an instrument of dialogue between two equal partners (central administration-local administration) into a formal act, aimed at imitating compliance with the law, but in fact violating its letter and spirit.

-Approval of an emergency ordinance that modifies more than 20 regulatory acts, with an impact on various areas such as: local budgets, taxation, social assistance, education, remuneration, health, work, etc., without the minimum compliance with the regulations on the matter of transparency and dialogue with associative structures, it is likely that it will sound the alarm about the Government’s capacity to carry out state reform, as it has assumed through the government program ”, the Association of Romanian Municipalities transmits, through a note press.

The mayors of the municipalities also send a message to the prime minister, but also to the cabinet ministers and threaten to “publicly and legally” sanction the executive’s failure.

“We send a strong message to the Prime Minister and cabinet ministers of Cîțu: institutional dialogue is not an option of a minister or a ministry official, but a legal obligation of the Romanian Government, established both in the Administrative Code and in the Charter European of local Autonomy, and the Association of Romanian Municipalities will not leave without sanctioning, publicly and legally, deviations from this obligation ”, is also shown in the same statement.

The Ministry of Finance published, on Monday night, a draft Emergency Ordinance to be adopted by the Government, which provides for various fiscal-budgetary measures, including limiting the income of public servants, maintaining the fine at 145 lei and postpone until 2022 of the special pensions of mayors.

The mayor of Cluj, Emil Boc, is the president of the Association of Municipalities, but also one of the disgruntled mayors of the PNL regarding the formation of the Cî Gau Cabinet. At the meeting in which the liberals validated the list of ministers, Emil Boc abstained from voting, after criticizing the negotiations led by Ludovic Orban.
