According to investenergy.ro, engineer Ioan Avram was born on June 28, 1931 in the village of Popeni, Mir comunid commune (Sălaj county). Graduated from the “Matei Basarab” secondary school in Bucharest and from the Kiev Polytechnic Institute, he was director of the “Vulcan” plants in Bucharest and UCM Resita. Between 1965 and 1985, Ioan Avram was Minister of Machine Construction, and from 1985 he was, for a year, Deputy Prime Minister of the Romanian government. Between 1986 and 1987 he was Minister of Electricity. In the last years of communism, he was director of the Oltenita shipyard and director of the Faur Plant in Bucharest.
