The distribution operator cannot reject the connection to the gas system and is obliged to finance the works to achieve the objectives / pipelines necessary to connect consumers within the perimeter of the administrative-territorial unit for which the service was concessioned. distribution public, informs the National Gas Regulatory Authority. (ANRE). The term of extension and / or connection of consumers may not exceed a period of 90 days from the date of obtaining the work permit. ANRE remembers that the connection is free.

The distribution operator has the obligation to connect all applicants, future domestic final customers to the distribution system, within 90 days from the date of obtaining the construction permit. The recovery of connection costs for domestic customers is achieved through distribution rates.

The necessary works for the connection will be carried out by the economic operators authorized by ANRE and selected through competitive, transparent and non-discriminatory procedures by the distribution operator.

In the case of the non-home end customer, the distribution operator has the obligation to ensure the financing and execution of the design and execution works of the extension and connection installation up to 2500 meters. The applicant, future non-domestic end customer, has the obligation to use the place of consumption and maintain its destination for a period of 5 years from the date of commissioning of the connection installation. If the extension and connection installation is greater than 2500 meters, the distribution operator has the obligation to secure the financing of the design and execution works to achieve the objectives / components of the distribution system piping necessary for the connection regardless of the length, after such installation. The connection will be financed by the non-domestic end customer.

The new Regulation also allows access to natural gas for a greater number of users and, at the same time, supports future end customers of low-income households.

The implementation of the provisions of the Regulation has an important impact on domestic end customers and when developing programs for the supply of natural gas to localities and the expansion / establishment of natural gas distribution systems, for which the administration authorities public have the opportunity to implement development plans. medium and long-term distribution systems by financing these works with non-reimbursable funds.

Considering the fact that the provisions of Law no. 155/2020 entered into force on 07.30.2020, the connection fees charged by the distribution operators after this date, in the event that there is no signed connection contract, will be returned within 30 days following the publication date in the Official Gazette of this Order approving the Regulation.

Connection requests sent before 07.30.2020 remain valid without being able to be extended, following the connection process to proceed according to the Regulation.
