He specified that it is a simplified regulation to grant a payment rescheduling for a period of 12 months for the fiscal-budgetary obligations accumulated from the beginning of the state of emergency until October 25.
The beneficiaries are all taxpayers, including those who have a continuous payment facility according to the Fiscal Procedure Code and who do not register pending tax obligations on the date of declaration of the state of emergency.
This measure supports taxpayers in difficulty generated by the lack of liquidity due to the crisis. On the other hand, its objective is to collect certain and periodic amounts from the consolidated general budget.
To receive support, taxpayers must submit their application by December 15. They must not have outstanding budgetary obligations at the time of the declaration of the state of emergency and must not be in the process of insolvency. For insolvent companies that have paid their fees, there will be a separate regulation.
The other conditions must not be dissolved and all tax returns must have been filed.
The regulatory act also provides for the possibility for local authorities to introduce tax exemptions. For the concession of these facilities, the date of December 21, 2020 is set, by which the property owners are obliged to submit a request for exemption of 50% of the tax payment.
Florin Cîțu also announced “good news” from the European Commission. According to Cîțu, the Commission sent the Member States a new proposal to modify and extend the time frame. This means that the measures taken by the Government this year, Pyme Invest, those of large companies, all guarantee schemes, can be extended in 2021. This time frame was until June 30, 2021.
“Then, in 2021, if necessary, we will come with the complementation of these programs, with the complementation of guarantees and the extension of the term in which these programs can be carried out,” added Cîţu.
