Dr. Carmen Dorobăţ, coordinator of anti-Covid activity in Moldova, sentenced to suspension for taking bribes

The judgment of the Iaşi Court of Appeal is final and was delivered after several postponements. Dr. Dorobăţ’s husband, Gheorghe, a doctor himself, was also sentenced to 2 years and 3 months in prison with suspension.

Currently, Carmen Dorobăţ is the director of the Iaşi Hospital for Infectious Diseases. Her husband, Gheorghe Dorobăţ, is a doctor at the Neurosurgery Hospital. The two were accused of demanding money from students at the University of Medicine and Pharmacy for approval.

According to the judgment of the Court of Appeal, Dorobăţ was banned from being a teacher in the public or private system in Romania for five years.

The judges upheld the seizure in the amount of 12,200 euros, which was allegedly demanded by the Dorobăţ spouses for bribes from the students.

What were the accusations of the prosecutors

Carmen Dorobăţ was held in pre-trial detention for 30 days on January 31, 2015, after the DNA prosecutors collected 20 student notebooks from the principal’s office the day before, the files of which contained € 100 each. According to DNA, in exchange for the 2,000 euros, the doctor helped the UMF Iaşi students to pass the exam in the discipline of General Anesthesia with ninth grade, coordinated by her husband, Professor Gheorghe Dorobăţ.

According to the reasons of the first instance, Carmen Dorobăţ was found guilty of asking, between June and July 2014, 5,500 euros from 55 students of the Faculty of Dentistry. The manager of Infectious was also found guilty of complicity in bribery, a fact committed by her husband, who allegedly received the amount of 6,700 euros in 2015 from 67 students.

The trial judge who convicted the Dorobăţ spouses affirms that the evidence in the case “undoubtedly confirms” the commission of the facts by the two doctors. The magistrate emphasizes that Dr. Dorobăţ did not disclose the results of practical tests carried out by the students out of obscure interest, respectively, to receive a bribe. “The practice of non-compliance with the procedure for evaluating and communicating grades for this test was known by students of fellow senior years, being an aspect resulting from the test, respectively from the UMF documents, and the statements of the witnessed students In question, the method chosen by the defendant, communicate to each of the results of the practical test, which represents a pretext for the student to appear at their office to deliver the amount of money, knowing by them that the sending of the money before finding the final results was a guarantee both to pass the respective exam and to obtain high marks, some of the students need a high mark to maintain the budgeted place “, is shown in motivation.

The doctor resumed his functions in April 2016, after the judges of the Iaşi Court of Appeals decided to permanently withdraw his preventive measure of judicial control, implicitly the interdiction to exercise his function.
