DOCUMENT. Who is exempt from quarantine upon entering Romania?

The National Committee for Emergency Situations on Thursday adopted a decision that establishes the exceptions to the quarantine measure that apply to people arriving from countries or areas considered by Romania to be of high epidemiological risk.

Thus, the following categories of people – who do not present symptoms associated with COVID-19, are exempted from the quarantine measure, in compliance with current legal provisions on the use of individual protection materials against COVID-19:

a) people who come to Romania from the areas / countries on the list drawn up in accordance with the provisions of art. 2, para. (3) but that, before arriving in Romania, the last 14 consecutive days have passed in one or more areas / countries for which this measure is not established;

b) drivers of goods vehicles with a maximum authorized capacity of more than 2.4 tons;

c) drivers of motor vehicles for the transport of persons with more than 9 seats, including the driver’s seat;

d) the drivers provided for in let. b) and letter c) who move with the interest of exercising their profession in their state of residence in another member state of the European Union or in another state of the European Union in the state of residence, regardless of whether the posting is perform by individual means or on your own;

e) members of the European Parliament, parliamentarians and staff belonging to international institutions, as well as representatives of Romania in international bodies and organizations to which the Romanian State is a party;

f) aircraft pilots and flight crew;

g) locomotive mechanics and railway personnel;

h) Romanian, maritime and river navigation personnel repatriated by any means of transport, presenting to the competent authorities the “certificate for workers in the international transport sector”, whose model is published in the Official Journal of the European Union, series C , not. 96 I of March 24, 2020;

i) maritime and river navigation personnel who carry out the exchange of crew on board ships located in Romanian ports, regardless of the flag they fly, if at the entrance to the country, as well as at the embarkation / disembarkation of the ship, they present it to the competent authorities of the international transport sector ”, whose model is published in the Official Journal of the European Union, series C, no. 96 I of March 24, 2020;

j) navigation personnel disembarking from inland navigation vessels flying the Romanian flag in a Romanian port, provided that employers provide the certificate for international transport workers and personal protective equipment against COVID-19, on travel time from the ship to the place where it can be contacted between trips;

k) cross-border workers entering Romania from Hungary, Bulgaria, Serbia, Ukraine or the Republic of Moldova, as well as Romanian citizens employed by economic operators from the aforementioned countries, who upon entering the country demonstrate contractual relations with the respective economic operators;

l) employees of Romanian economic operators who carry out work, in accordance with the contracts concluded, outside the Romanian territory, upon their return to the country, if they prove contractual relations with the beneficiary outside the national territory;

m) the representatives of foreign companies that have subsidiaries / branches / representations or agencies in the national territory, if upon entry into the Romanian territory they prove the contractual relations with the economic entities in the national territory;

n) people who enter Romania for activities of use, installation, commissioning, maintenance, equipment and technology service in the medical, scientific, economic, defense, public order and national security, transportation, as well as people who perform specific professional activities in the aforementioned fields, if they prove contractual / collaborative relationships with the beneficiary / beneficiaries on the Romanian territory, as well as the inspectors of international organizations;

o) members of diplomatic missions, consular offices and other diplomatic missions accredited in Bucharest, holders of diplomatic passports, personnel assimilated to diplomatic personnel, as well as members of the Diplomatic and Consular Corps of Romania and holders of diplomatic and service passports, as well as members of their families;

p) employees of the national defense, public order and national security system who return to Romania from activities carried out in professional interest outside the country;

q) pupils / students, Romanian citizens or citizens with domicile or residence outside Romania, who must take entrance exams or complete their studies, who start their studies in educational units / institutions in the territory of the country or travel for activities related to the start, organization, attendance or completion of studies, as well as their companions when they are minors;

r) the students who attend the courses of some educational institutions abroad, travel to them daily and present the supporting documents, as well as their companions in case they are minors;

s) the members of the international sports delegations participating in sports competitions organized on Romanian territory, in accordance with the law, the officials of the international sports forums that organize these competitions, the delegated referees, as well as the journalists accredited for these competitions ;

t) Romanian athletes, who carry out their activity in other states and who are summoned to national teams to represent Romania in sports competitions organized according to the law, members of Romanian sports delegations returning to Romania from international sports competitions, Romanian officials and referees. who have been delegates to international competitions as well as accredited journalists in these competitions;

u) Foreign athletes entitled to clubs in Romania who return to the country as a result of participating in an official international competition of their national teams and must resume their sporting activity in the club to which they are entitled, provided they have concluded a valid contract with a club sports in Romania;

v) people who work under an employment contract, in the field of social assistance in the EU member states, if they present a negative test for SARS-CoV-2, carried out no later than 48 hours before entering the national territory;

w) film crews carrying out professional activities in Romanian territory based on a contract or document that proves the need to be in the country, if they present a negative test for SARS-CoV-2, carried out no later than 48 hours before enter the national territory;
x) people in transit, if they leave Romania within 24 hours of entering the country.

The exception to the measure established according to art. 2, also applies to people arriving in Romania from high epidemiological risk countries / areas, if they remain in the national territory for a period of less than 3 days (72 hours) and shows a negative test for SARS-CoV-2, carried out no more than 48 hours before entering the national territory.

People arriving in Romania from countries / areas of high epidemiological risk and quarantined for a period of 14 days, you can come out of quarantine after 10 days, if you test for SARS-CoV-2 on the eighth day of quarantine, and the result is negative with no specific symptoms.
