The government approved on Wednesday the Decision by which nand categories of people will enter the second stage of the national COVID-19 vaccination campaign, while other people will have priority once the third stage of vaccination begins.
The new sentence modifies and adds to a previous sentence of December 3, 2020. Thus, the possibility is offered for foreign citizens legally residing in Romania to be vaccinated.
“The provisions of this decision also apply to citizens of the European Union, the European Economic Area and the Swiss Confederation, as well as foreigners legally residing in Romania,” states the amended text of the GD.
In addition, cashiers and other workers in food retail stores, Romanian maritime and river navigation personnel, Romanian personnel working on offshore platforms (wind, gas, oil), Romanian personnel working on mobile drilling units Offshore (FPSO type vessels and FSU type vessels) have the right to be vaccinated in the second stage.
Also in the second stage include people classified in a degree of disability, immobilized people, immunosuppressed people, but also their companions and people who live with them in the same home, as well as homeless people ”.
And the personnel who work in the field of funerals, directly involved in the handling of human corpses, as well as the personnel of the general directorates of social assistance and child protection / public social assistance service who work directly with the beneficiaries, maternal assistants , personal assistants. and professional personal assistants can be vaccinated in the second stage, as well as local public administration personnel; agricultural and food industry workers.
Athletes who are members of national or Olympic teams, athletes individually qualified for the Olympic Games and technical personnel involved in the training of those athletes have the right to be vaccinated in the second stage.
Other categories included in the second stage:
- key personnel of state institutions, Parliament, Constitutional Court, Presidential Administration, Government, Economic and Social Council, Ombudsman,
The Legislative Council, the National Bank of Romania, the ministries and institutions subordinate to them - active personnel within the institutions of the national system of national defense, public order, national security and the judicial authority, executors
judges, interpreters and translators authorized by the Ministry of Justice, lawyers registered in the list of lawyers drawn up in accordance with Law No. 51/1995 for the organization and practice of law, republished, with subsequent modifications and completions, members of the National Union of Notaries Romania in the European Parliament. - staff of the general directorates of social assistance and child protection / public social assistance service working on the relationship
direct contact with beneficiaries, foster caregivers, personal assistants, and professional personal assistants; - local public administration staff;
- National Meteorological Administration staff
- members of diplomatic missions, career consular offices and representatives of international organizations in Romania, including accompanying family members, holders of identity cards issued especially by the Ministry of Foreign Affairs;
- Civil and military personnel to carry out missions outside the national territory, including family members who accompany them to the post, before leaving the mission;
- social inspectors and personnel who work directly with the beneficiaries of the National Agency for Payments and Social Inspection, and
structures subordinate to them. - the staff of the Romanian Court of Accounts and the county and Bucharest chambers of accounts
- the staff of the central and local apparatus of the Competition Council
- veterinary medical staff working in veterinary medical offices
Who enters vaccination in the third stage
Stage III – General population:
a) People who work in units, economic operators with a high risk of contagion from their own staff and people cared for, from
the following areas of activity:
- extractive industry workers,
- manufacturing industry workers
- workers in hotels and restaurants
- body care, hairdresser and other workers
beauty activities - workers in the field of entertainment, cultural and recreational activities
- workers in the financial, banking and insurance systems, especially those who have direct contact with the public and who provide essential payment, account management and investment services and operate critical national infrastructures, as well as their critical support staff;
- persons housed in the regional centers for procedures and accommodation for asylum seekers subordinate to the General Immigration Inspectorate.
- people housed in reception centers for foreigners placed in public custody under the General Immigration Inspectorate.
- persons deprived of liberty;
- people who provide the communications infrastructure;
- museum and public collection workers;
- library workers.
- adult population, other than those provided above
- the pediatric population, depending on the epidemiological evolution and the characteristics of the vaccines approved for use in children under 18 years of age.
For the second and third stages, vaccination will be organized through fixed and mobile vaccination centers, mobile teams, family medicine network, transit centers.
In order to make the vaccination process more efficient, avoid overcrowding or sacrifice vaccine doses, vaccination will be carried out through electronic programming,
by phone or through the family doctor, collecting the data on a single platform.
For the second stage, vaccination appointments will be made complying with a proportion of 75% people in the category of letter a) of subchapter 2, point 2 of letter C and respectively 25% of people in the category of letter b ) of subchapter 2, point 2 of letter C.
