Romania has been in partial quarantine since Monday, November 9. All schools in the country will switch to an online system, employees, both from the state and the private sector, will work telecommuting if they have this possibility, and the protective mask will be mandatory throughout the country. The measures were announced after three days in which there were dramatic increases in the number of new cases of COVID.
CNSU DECISION
Art. 1 As of the date of this decision in Romania, it is proposed establishing the obligation to wear a protective mask to cover the nose and mouth, at national level 2, for all persons who have reached the age of 5, in all open and closed public spaces, regardless of the value of the cumulative incidence rate of the recent cases 14 days.
Art. 2 To avoid congestion of public transport, it is proposed that All public institutions, as well as all public or private economic operators, have the obligation to organize the activity and carry out the working hours in a teleworking or home work regime, and when the specificities of the activity do not allow it, organize the work schedule so that the staff is divided into at least two groups to start, respectively to finish the activity with a difference of at least 2 hours. Compliance with the application of this measure is followed by the prefects and the Labor Inspectorate.
Art. 3 To prevent the spread of SARS-VOC-2 infections, it is proposed that, in all localities, educational activities that require the physical presence of preschoolers, preschoolers and students in educational institutions to be conducted online.
Art. 4 – (1) In all localities in Romania, it is proposed Prohibition of the movement of people outside the home between 23:00 and 05:00.
(2) By exception of the provisions of par. (1), the movement of people outside the home / home It is allowed between 23.00 and 05.00 for the following reasons:
a) travel for professional interest, including between home / home and place / places of professional activity and vice versa;
b) travel for medical assistance that cannot be postponed or carried out remotely, as well as for the purchase of medicines;
c) travel outside the localities of people who are in transit or make trips whose time interval overlaps with the closed period such as those made by plane, train, coach or other means of passenger transport and that can be accredited by ticket or any other form of payment for the trip;
d) traveling for justified reasons, such as the care / accompaniment of the child, assistance to the elderly, sick or disabled or the death of a family member.
Art. 5 (1) To verify the reason for the move in professional interest, individuals are obliged to present, at the request of the personnel of the competent authorities, the service card, the certificate issued by the employer or a statement under their own responsibility;
(2) To verify the reason for the trip in personal interest, individuals are obliged to submit, at the request of the personnel of the competent authorities, a self-declaration, completed in advance;
(3) The declaration of own responsibility must include name and surname, date of birth, address of domicile / home / place of professional activity, reason for the trip, date of completion and signature.
Art. 6 Is being suggested prohibit holding meetings for holidays, anniversaries, parties in closed and / or open, public and / or private spaces.
Art. 7 (1) Is being suggested suspension of the activity of closed agri-food markets, fairs, fairs, mixed markets and flyers and flea markets, defined according to art. 7 par. (1) of Government Decision no. 348/2004 on the exercise of the trade of market products and services in some public areas, with subsequent modifications and completions.
(2) Agri-food markets that can be organized in open public spaces are allowed, in compliance with health protection regulations.
Art. 8 It is proposed that, for outdoor spaces where the preparation, service and consumption of food, alcoholic and non-alcoholic beverages is carried out, which have been conditioned and assimilable to closed public spaces, as defined in the Law of prevention and combat to the effects of the consumption of tobacco products no. 349/2009, with subsequent modifications and completions, the standards and sanitary protection measures, provided for in annex no. 3, art. 6 points 1 and 2 of Government Decision no. 856/2020 on the extension of the alert state in the Romanian territory as of October 15, 2020, as well as the establishment of the measures that are applied during it to prevent and combat the effects of the COVID19 pandemic.
Art. 9 Is being suggested establishing the obligation for economic operators that carry out commercial activities / services in closed and / or open, public and / or private spaces to organize and carry out their activity in the time interval 05.00 – 21.00.
(2) By exception of the provisions of par. (1), in the time interval from 21.00 to 05.00, economic operators can only activate in relation to economic operators with activity of home delivery.
(3) By exception to the provisions of par. (1), Pharmaceutical units, gas stations and economic operators with home delivery activity can carry out their activity in a normal work regime, complying with the health protection regulations.
Art. 10 It is proposed that the implementation of the measures provided for in this decision be carried out within 30 days, after which at the end of it, depending on the evolution of the epidemiological situation, it will be decided, where appropriate, to maintain them, delete or modify them.
