The councilors of the PSD and the UDMR voted against and proposed, in the speeches of the PSD leader, Ioan Mang, Felix Cozma and Borsi Loránt, the postponement and “evaluation” of the restructuring of the institution’s own apparatus, even questioning the legality of such measures.
According to the draft published on the institution’s website and voted on in plenary session, the new organization chart will have 97 positions. In the previous scheme, there were 194 positions in the organization chart, of which 174 were actually filled.
The county secretary, Carmen Soltănel, specified that all the legal formalities for the modification of the organization chart were fulfilled.
The president of the CJ, Ilie Bolojan spoke in detail about the oversizing of the institution’s own apparatus, compared to that of the Oradea City Council, as well as about the anomalies that he discovered: parallel structures, one of which, the Social-Community Directorate of Bihor, it was even abolished at the CJ meeting, “a mess” in European and other funds.
“You have to defend jobs, but not those who do not work. This money, instead of being used for investments, is destroyed by people who do not justify their work,” Ilie Bolojan said in plenary.
He pointed out that “satellite systems have been installed around the CJ with dozens of employees,” giving seven examples with a total of 76 employees, paid, directly or indirectly, by the CJ. In the Bihor-Hajdu Bihar Euroregion, one of the chiefs had a salary of 9,400 lei, another 7,900 lei, Bolojan exemplified.
“I take responsibility that this evaluation was done correctly. Those who are more at work will compete. With this reorganization, I assure you that the City Council will function better than before,” added Bolojan.
