The eight people arrested on Wednesday by the capital’s police for various counterfeiting offenses, but also for building blocks without a construction permit, were placed under judicial control on Thursday, on bail.

In total, you have to pay 775,000 lei. The file also includes the head of the Urban Planning Department of the Capital City Council and another official of the department.

The two are suspected of taking bribes to deliver false documents with the help of various blocs in Sector 1.

According to investigators, three of the defendants allegedly built, without a building permit or without complying with applicable laws, four buildings in a protected area in the northwest of the capital.

In the case of the houses located on Străbună and Episcop Vulcan streets, in Sector 1, the builders allegedly asked the members of the reception commission made up of employees of the Capital City Council, the State Building Inspectorate and other specialists to fictitiously certify that the works coincide with the building license. , although they have not yet been completed.

Furthermore, they were poorly executed, regardless of authorization, researchers say.

They presented falsified documents

In order to evade responsibility, two of the defendants allegedly managed, with the help of other people, to steal documents from the existing authorization files at the General City Council and replace forged documents.

When the investigators asked for these documents to verify them, the head of the PMB Urban Planning Department, Diana Olteanu, would have shown them the false documents.

Nicușor Dan: “I am glad this is happening, I have been saying this in public since 2006 that there is a real estate mafia in the cities of Romania and Bucharest and unfortunately there are no convicts, but at the moment I cannot accuse them because they are under investigation. As mayor I will review hundreds of permits, as a phenomenon I tell you that the law is being flagrantly violated“.

Diana Olteanu has worked in the City Council of the capital for 27 years, during which time she held various positions.

Since 2017, she has been appointed executive director of the Department of Urbanism of the General City Council. He is, therefore, the main person in charge of the activity of this direction, drawing up the urban strategy of the city.

It also coordinates and is responsible for the issuance of urban certificates, but also for construction or demolition permits.

Daniel Ștefanache, an expert from the Urban Planning Department, is also being investigated in the same case of falsification of documents, use of forgery and construction without authorization.

Tens of thousands of euros seized from suspects’ homes

Eight people were arrested Wednesday night in a scandal involving employees of the Capital City Council. All, after the policemen descended, for the first time, to the Department of Urbanism and Spatial Planning.

During the raids, law enforcement officers seized documents, in addition to mobile phones, computers, but also amounts of 52,000 euros, 48,000 lei and 4,300 dollars.

Dozens of documents were collected, as well as electronic devices, from the General City Council of the Capital. The searches were directed to the Department of Urbanism and Spatial Planning, but also to the Authorization Service.

According to investigators, some officials helped a family in Sector 1 of the Capital to construct several buildings that did not comply with building permits or did not possess them at all.

Investigators allegedly searched the office of the chief architect, Adrian Bold, who, according to Nicusor Dan, was put into office on the last day of Gabriela Firea’s tenure.

The General Directorate of Urbanism and Spatial Planning within the General City Council has a total of 57 employees, who, among others, issue urban planning certificates and building permits.
