The Bucharest Court of Appeal decided to annul the decision of the National Committee for Emergency Situations adopted in early October, which prohibited the faithful from participating in religious pilgrimages in places other than their origin.

This decision was made by the authorities in early October to limit the spread of new coronavirus infections. The decision of the magistrates of the Court of Appeal is not final and can be appealed.

The judges admitted an action by Mihaela Meucă, who sued the Government, the Interior Ministry and the CNSU, requesting the annulment of this decision.

“The Romanian Government admits the exception of the defendant’s lack of passive procedural quality. It dismisses the action against said defendant for having been brought against a person without passive procedural capacity. It rejects as inadmissible the request for authorization to intervene in the interest of the defendant, the Government Romanian. Admits the action against the defendant CNSU. CNSU Decision

The aforementioned CNSU decision establishes, in article 2, that the organization of religious events is only allowed with the participation of the parishioners of the respective localities.

“The organization of religious festivals is allowed only with the participation of people who have their domicile or residence in the town where the activity takes place, without the participation of people / pilgrims from other towns,” says the CNSU decision.
