The Ministry of Labor and Social Protection held this Monday a debate on “Digitization and simplification of labor relations”, in a context in which the labor market is constantly changing due to the coronavirus pandemic that requires, as a first measure, the physical distance.
On this occasion, the Minister of Labor and Social Protection, Violeta Alexandru, specified that the legislation and the way of working of the authorities in the matter must take into account the evolution of the labor market, but, unfortunately, there is a great distance between what what is expected of these and what happens in reality.
Some things have changed in society with the appearance of the pandemic triggered by the new coronavirus, during which we communicate by electronic means, so I find that the way the institution works must be closer to what society requires, is say, simplification, digitization. , rapid communication, immediate response to requests, the need to access information, or to enter into employment contracts ”- explained the Minister of Labor.
During the debate, the team from the Ministry of Labor presented several proposals to modify Law No. 53/2003 – Labor Code, coming from unions, employers and civil society, which includes:
digitization of the individual employment contract, respectively the celebration, development and closing of this document in electronic format, with electronic signature;
simplification of occupational health and safety procedures, by signing the OSH and PSI / ISU training in electronic format and including the online signing of OSH training in the individual employment contract (CIM) and in the Internal Regulations;
the flexibility of labor relations, respectively the shortening of the notice period and the establishment of rest periods, by mutual agreement between the worker and the employer; the presentation in electronic format of the CIM, under the control of the Territorial Labor Inspectorate, in the jobs outside the company headquarters;
the conditions under which employees of the public system can work from home; the conditions under which teleworking can be carried out and the way in which the verification of teleworking is carried out, respectively only through the use of information and communication technologies; hourly.
“The issue of digitization and simplification of procedures in labor relations is a priority for the leadership of the Ministry of Labor, so that the legal framework and the work of institutions with responsibilities in the labor market support all employees and employers in Romania, “the statement said. .
