Is DSP authorization required?

The opinion is logical and legal, ”explained a doctor from one of the hospitals who requested authorization from DSP.

In addition, after the medical personnel are immunized, some of these vaccination centers will be used for the population, so it is natural that the DSP makes sure that it works in good conditions.

The legal process of issuing the sanitary authorization for the vaccination centers was regulated three weeks ago, by rules contained by order of the Minister of Health, at that time Nelu Tătaru.

“Yes, the DSPs said that new rules are needed and we made sure they had them,” confirmed General Ionel Oprea, coordinator of DSP Bucharest, for Libertatea. And in their interpretation, the expression “authorized spaces” in the regulations means that they need authorization from the DSP, including hospital spaces.

Later, however, the desynchronizations began, explain various sources, both from DSP and from hospitals.

1. Some hospitals created the centers and released them without waiting for DSP approval.
2. Others, like Fundeni or St. Pantelimon, pointed to the minister’s rules and said authorization was needed. “Not for the sake of the bureaucracy, but we must obey the law,” said one of the people at the hospitals who were waiting for DSP. That did not come.

“Together with several colleagues, we made an appointment through the system provided by the STS for COVID vaccination, we received confirmation for the 31st, in the morning, in various state health units,” said an oncologist.

“When we get to the health units, although the vials are physically present, the doses cannot be administered, because the DSP did not issue an approval for the administration points and no one knows how to tell us when this approval will be issued. On the phone, DSP Bucharest knows nothing. There are many colleagues in this situation, in many centers in Bucharest “, he told Freedom.

“We rescheduled and managed to receive a new date: January 5,” said the doctor.

Oana Nicolescu, Director of DSP: “No opinion is needed”

The director of DSP Bucharest, Oana Nicolescu, told Libertatea that this opinion is not necessary from the institution she directs, because “the structure and functionality of the hospital do not change.”

“I can tell you that, at the current vaccination stage, at the level of the 28 centers, the approval of DSP Bucharest is not necessary, because we do not change the structure and functionality of the hospitals. In the next stage, in which centers will be created outside the hospitals, our approval will also be necessary ”, motivated Nicolescu.

Oana Nicolescu denied having knowledge of the centers that did not operate in the hospitals, but Libertatea obtained a confirmation from within the DSP that “some hospitals, more or less, have not yet vaccinated in their centers, keeping them closed, because they ask for authorization.”

Hospitals insist that “this is the law, not fashion.”

Vaccination Committee: some centers closed on December 31 for holidays

On January 1, the Committee in charge of vaccination against COVID-19 issued a statement in vague-bureaucratic terms on: “a possible postponement, without medical reasons, of the people who have been scheduled, for which they have clearly expressed their intention to vaccinate and have made a considerable effort in this regard, is an approach that needs immediate remediation ”.

In its entirety, the phrase sounds like this.

Contacted by Libertatea, Colonel Alina Moisoi, head of the IGSU public information service and one of the communication managers within the National Committee for the Coordination of Vaccination Activities, told us that, from the discussions within the committee, it was established that the Hospitals do not require DSP Opinions to vaccinate the population. And that he does not know the situation of the closed centers in the hospitals.

Libertatea tried to discuss the situation of the non-functioning centers in hospitals with Health Minister Vlad Voiculescu and with the coordinator of the national vaccination campaign, Colonel Dr. Valeriu Gheorghiță, but they did not respond.
