The two Houses of the new Parliament, elected after the December 6 elections, met on Monday at 12 noon in separate opening sessions of the 2020-2024 legislature, at the convocation of President Klaus Iohannis.
The new parliament takes office on Monday. 465 deputies and senators thus enter, at least theoretically, at the service of citizens, they will take the oath and elect the presidents of the Chambers.
There are high expectations as always. The citizens who voted for them expect them to make laws for their own good.
In fact, the session of the Chamber of Deputies began with a pause. The vice president decided to suspend the session for two hours until the mandate validation commission did its job. Until then, the deputies are in the dining room or in the corridors.
The meeting began at 12:00 hours. To respect social distance, one of the 2 seats was blocked. The Speaker of the session in the House, the main dean, Lucian Feodorov, AUR MP from Botoşani, wore a mask under his nose.
Lucian Feodorov proposed a 2 hour break. The commission that validates the mandates of the deputies has met and has already begun to work.

Who will be the group leaders in the Chamber of Deputies
The Chamber of Deputies elected, on Monday, the commission for the validation of the mandates, the parliamentary groups being also constituted.
The PSD parliamentary group has 110 members, with a participation of 33.33% of the total deputies, and the leader of the group will be Alfred Simonis.
The PNL parliamentary group has 93 members, its participation is 28.18%, and the leader, Gabriel Andronache.
The RSU parliamentary group has 55 members, with a participation of 16.66%, being the group leader Ionuţ Moşteanu.
The AUR parliamentary group has 33 members, a 10% stake, and the leader is George Simion.
The UDMR parliamentary group has 21 members, with a participation of 6.36% of the total number of deputies, leader – Cksoma Botond.
The leader of the group of national minorities, Varujan Pambuccian, was absent from the works, he was in direct contact by phone to communicate with the representatives in the validation commission.
Immediately, the validation commission met to validate the mandates of the deputies and the plenary session took a two-hour break. Once the validation commission has prepared the report, the deputies whose mandate is validated will take the full oath.
The Chamber of Deputies is considered legally constituted after the validation of two thirds of the parliamentary mandates and after the taking of oath by them.

Minority deputies would run a Covid test on Monday, which they will repeat in four days, to see if the virus has been transmitted, Ciolacu added.
In the Senate, the newly elected will have a free seat between them, in order to respect physical distance. On the desks, papers were placed warning the senators about this.

The PSD will support the observance of the algorithm resulting from the elections, being one of the three parliamentarians of this party, said deputy Alexandru Rafila on Monday.

How the first meeting takes place
The meetings will be chaired by the oldest deputy, respectively by the oldest senator, assisted by the 4 youngest deputies or senators, as secretaries.
Parliamentary debates cannot take place in these first meetings, constituting the validation commissions made up of 30 deputies, respectively 15 senators, according to the political configuration of each of the chambers.
These commissions will verify whether the election of the new parliamentarians was carried out in compliance with the provisions of the electoral law and will prepare the validation reports.
Validation committees can also recommend invalidation of a Member of Parliament’s mandate if irregularities have been found.
Subsequently, the deputies and senators whose mandates have been validated will take the oath.
The Chamber of Deputies and the Senate are considered legally constituted after the validation of two thirds of the mandates of the deputies, respectively of the senators and after the taking of oaths by them.
Parliamentarians who refuse to take the oath are considered invalid.
After the legal constitution of the Chamber of Deputies and the Senate, the presidents of the two legislative forums and the other members of the Permanent Offices are elected: vice-presidents, secretaries and quaestors.
How the mandates are divided
Likewise, the parliamentary groups are presented and the parliamentary committees are formed, according to the political configuration of each Chamber.
The election of the president of the Chamber of Deputies and, respectively, of the Senate is carried out by secret ballot, with ballots. Each parliamentary group can make only one proposal.
The candidate who gathered the vote of the majority of the deputies, respectively the senators present, is declared president-elect of the legislative forum.
The permanent table of the Chamber of Deputies and, respectively, of the Senate is constituted as a result of negotiations between the leaders of the parliamentary groups, respecting the political configuration, leaving the lists subject to secret vote.
After the December 6 elections, a total of 466 legislators were elected: 330 deputies and 136 senators, according to lists presented by the Central Electoral Office.
PSD has 47 seats in the Senate and 110 seats in the Chamber of Deputies, PNL – 41 in the Senate, respectively 93 in the Chamber of Deputies.
The Alliance USR PLUS has 25 seats in the Senate and 55 in the Chamber of Deputies, and the Alliance for the Union of Romanians (AUR): 14 in the Senate and 33 in the Chamber of Deputies. The UDMR obtained 9 mandates in the Senate and 21 in the Chamber of Deputies.
In addition, 18 deputy mandates were assigned to representatives of national minorities.
