The right-wing government coalition of the PNL, USR-PLUS and UDMR closed a new day of negotiations in which the structure of the government and subordinate authorities were discussed, according to the leaders of the three political parties. The leader of the USR, Dan Barna, specified that the objective is to establish a Government by Christmas, but that there is also the possibility that the new Executive will be presented before the end of the year.
The proposed prime minister, the liberal Florin Cîțu, declared: “In our estimates, I believe that we will finish the government program tomorrow or Monday at the latest.”
He said that negotiations on the country’s finances, European Funds, Digitization have been completed.
Dan Barna: “Today was a busy day. A significant number of hours that I actually worked. No one is completely happy, no one is completely unhappy. We are where we need to be right now. Progress is significant.”
The USR leader said that the goal of the coalition is for the government to be constituted by Christmas, but that the process could be completed “between Christmas and New Year’s Eve.”
The president of the PNL, Ludovic Orban, said that the details of the functioning of the government were also discussed.
“We are at the end of a day of work, of dialogue, in which we define the governmental institutional architecture and the way to manage positions of responsibility at levels 2 and 3 of the government.
We also discuss the details of the functioning within the government, ministries, secretaries of state, agency chairs. We have also completed an orientation on the way in which rank 2 and 3 positions will be defined in the Government structure.
There are two types of agencies, we are talking about authorities, offices, inspections. There are those headed by people who hold positions of public dignity, that is, secretaries of state and undersecretaries of state. These are functions of political responsibility. These functions will be carried out by representatives of the political parties of the coalition.
Regarding the administrative level, of the public function, both at the national level and at the level of territorial structures, which can be at the regional or county level, we support a clear change in the legislation in the field of public function, so that all stay busy through transparent competition, ”Orban said.
Dacian Cioloș, PLUS leader: “We will not divide and transform positions of administrative responsibility in decentralized institutions and structures into political bosoms in those agencies that are headed by general managers, who are public officials and must be appointed by competition.
The government will clarify this clear separation in the next period.

Asked whether it is possible to reach a new consensus on administrative reform, the representative of the UDMR, Cseke Attila, said that “some problems have arisen in the application of the Administrative Code.”
