The Ministry of the Environment presents the list of competencies of the mayor’s daughter who was asked by her colleagues what she knows how to do

In an article published on December 16, 2020, “Adevărul” revealed that an employee of the Ministry of the Environment complained, through an open trial in the Bucharest Court, that she was attached from the Ministry of the Environment to the Agency for Protected Areas later “taken”, in a work meeting, by the daughter of a mayor of the PNL, attached from the Timişoara City Council to the Ministry of the Environment.

Adevărul also showed how the Environment Ministry official said, in the process, that the employees of the Biodiversity Department were announced in a working meeting that the mayor’s daughter will receive the right to sign as head of the Protected Areas Service.

In a right of reply sent to the newspaper “Adevărul”, the Ministry of Environment denies that Natalia Savu was “anointed” head of the Protected Areas service and presents Natalia Savu’s list of competencies. We present the point of view of the entire Ministry of the Environment, as transmitted to the newspaper “Adevărul”:

“Natalia Savu was assigned in January 2020, in accordance with all the legal provisions on mobility of public officials in force, for a period of six months, to a public executive position of counselor, class I, auxiliary professional degree, in a position similar from the Department of the Environment within the Municipality of Timişoara.

Regarding the statement that she was “anointed” head of the Protected Areas service, we specify that Natalia Savu never held a managerial position within the MMAP and an order was never issued with the delegation of managerial responsibilities or the signature of that employee, as it is erroneously detached from the article in question.

According to the Administrative Code, in case of secondment, “The public servant must meet the study conditions and the specific conditions for the exercise of the public office to which he is assigned”.

Regarding specialized studies, Natalia Savu attended the courses of the University of Agricultural Sciences and Veterinary Medicine of Banat Timişoara, in the specialization – Engineering and environmental protection and master studies in Environmental and Natural Resource Management at the University of Sciences Agricultural and Veterinary Medicine. de Banat, “King Mihai I of Romania” from Timişoara.

Likewise, previous experience attests that he acquired knowledge in the matter, as a public official within the Department of Environmental Protection and Unconventional Energies within the City of Timiş, where he had the following powers, according to the job description:

– creation of the database on environmental protection issues related to Timiş County;

– implementation of the Timiş County Local Environmental Action Plan and County Waste Management Program projects;

– Coordination and monitoring of risk and hazard maps in the event of floods, earthquakes and landslides;

– ensuring participation in the regular work meetings organized by the Timiş County Prefect Institution on the “Integrated Air Quality Management Program” and preparing reports on the measures and actions taken in this regard;

– participation in the commissions organized for the verification of procedures in the field of environmental protection, as well as in the commission of the Technical Analysis Team and the Special Committee within the Regional and Local Agency for Environmental Protection of Timişoara;

– ensure support and specialized advice to the technical staff of the device itself, of the town councils, investors and designers, in monitoring compliance with the measures to prevent and reduce the effects of pollution;

– Preparation of specific rules and regulations for the field of activity in accordance with the requirements of environmental protection legislation and presentation of the same for approval to the central public authority for environmental protection;

– The development, with the support of the central public authorities for environmental protection, of restructuring programs, in accordance with the environmental protection strategy and environmental policy, and the assistance of the units subordinate to the central public authorities for the implementation of these programs;

– preparation of the Regional Development Plans in the field, in accordance with current legislation;

– Inventory of non-conventional types of energy, description of operating mechanisms, presentation of cost indicators, cost-benefit ratio.

Regarding the secondment of officials from the Biodiversity Directorate within the National Agency for Protected Natural Areas, this was due to the large volume of clarification work requested by the European Commission and their extensive professional experience within the Ministry of the Environment, Water and Forests – Biodiversity Directorate, all the more so since they participated directly in the exercise of the Romanian presidency in the Council of the EU. We emphasize, at the same time, that this detachment had nothing to do with other detachments that were made within the Ministry of the Environment, Water and Forests, even within the Directorate of Biodiversity ”.

Contradictory statements. Natalia Savu affirmed that she is the Head of the Protected Areas Service

The statements of the representatives of the Ministry of the Environment, according to which “Natalia Savu never held a managerial position within the MMAP and an order was never issued with delegation of management responsibilities or signature of the respective employee”, are contradicted by Natalia herself Savu.
