Deputy Cătălin Rădulescu is being prosecuted by DNA prosecutors for the way he acquired the title of “Fighter for the victory of the Revolution of December 1989 – Fighter with a decisive role”, illegally obtaining, as of January 2015, a monthly allowance of more than 2,000 lei. He is charged with complicity in abuse of office with improper benefits and false statements. In the same case, three officials of the commission that issued the certificate were also investigated.
DNA announced that it has initiated the criminal investigation of Cătălin Rădulescu for the crimes of complicity in abuse of power with undue profit and continuous false statements.
In the same case, three officials of the certificate issuing commission are prosecuted for abuse of office with undue benefits:
- Sanda Adrian, at the time of the event Secretary of State within the Secretary of State for the Recognition of Merit of Combatants Against the Communist Regime (SSPR) and President of the Commission for the issuance of the new Certificate of Determinant Combatant
- Corina Denisa Tănase, at the date of her writing, member of the Commission for the issuance of the new Certificate of Determining Fighter,
- Cristina Valentina Cechi, at the time of writing, a member of the Commission for the issuance of the new Determinant Fighter certificate.
According to prosecutors, in 2016 the three officials allegedly awarded Cătălin Rădulescu, in violation of Law 341/2004, the title of “Fighter for the victory of the December 1989 Revolution – Fighter with a determining role”, although he did not fulfill with one of the conditions provided by law, respectively “having carried out revolutionary activities in a town where, as a result of actions and confrontations with repressive forces, people were killed, injured or detained until December 22, 1989, 12:10 – the time of the flight of the dictator Nicolae Ceaușescu “. This title is granted based on Law 341/2004, with subsequent modifications, on the gratitude for the victory of the Romanian Revolution in December 1989, for the anti-communist workers ‘revolt in Brașov in November 1987 and for the anti-communist workers’ revolt in Valea Jiului – Lupeni – August 1977.
Prosecutors say that the members of the commission would have admitted Cătălin Rădulescu’s request and would have found compliance with the legal conditions for granting the title of Determinant Fighter only on the basis of two statements (from 2015 and 2016) in which he would have specified aspects of his revolutionary activity in the cities of Timisoara and Bucharest, between December 16 and 21, 1989.
“These statements were obviously contradicted by the documents in his administrative file, existing in the SSPR, which showed that the suspect carried out revolutionary activity only in the city of Pitesti, as of December 22, 1989, after the dictator fled Not at all, in the cities of Timisoara and Bucharest, ”says DNA.
Following these steps, Rădulescu was awarded, by presidential decree, the title of “Fighter with a Determining Role”, with the consequence of unduly obtaining, as of January 2015, a bonus of 2,020 lei / month, in total. 143,420 lei.
Cătălin Rădulescu, one of Liviu Dragnea’s relatives and a supporter of amnesty and pardon, was expelled from the PSD on September 1, after being absent from the plenary session of Parliament where the motion of censure against him had to be debated and voted on .
