The bill will go to President Klaus Iohannis for enactment. The project had previously been declared unconstitutional by the RCC.

The draft initially provided that to escape from prison, tax evaders had to pay damages plus 20% of their total, until the first trial.

Now, the regulatory act that was modified in the Chamber of Deputies stipulates that for evasion of up to 100,000 euros, a fine must only be paid if they pay the damage in full, and if they pay 20% more, the deed is not sanctioned in absolute, regardless of the amount. evasion.

The deputies of PSD, Pro Romania and ALDE voted in favor of the adoption of the project and PNL and USR spoke out against the initiative.

The deputies of the UDMR abstained.

The bill, declared unconstitutional in April last year, was adopted by the Senate as the first chamber notified in February.

The explanatory memorandum signed by MEP Cătălin Rădulescu shows that the legislative initiative is necessary due to “the state of the Romanian judicial system with regard to the conditions of detention and the degree of overcrowding, as well as the numerous cases in which the international courts condemned Romania for these conditions. ” .

“If the defendant fully covers the damage and no longer executes the actual prison sentence, the state will have to win twice: it will recover the damage created in its entirety, in a relatively short time and will no longer incur expenses with the arrest of the convicted person “, according to sources. aforementioned.
