The Bucharest Court of Appeal on Monday annulled the decision of the National Council for Emergency Situations that prohibited believers from another locality from participating in pilgrimages, a measure taken by the authorities in early October to prevent the spread of the COVID-pandemic. 19.

In early October, the head of the Emergency Situations Department, Raed Arafat, announced that only believers who have their domicile or residence there can participate in religious events organized in a locality.

„The organization of religious festivals (…) is allowed only with the participation of people who have their domicile or residence in the town where the activity takes place, without the participation of people or pilgrims from other towns. This is extremely necessary, because the biggest risk is not just participation on site, the biggest risk is during coach transport. If you stay on a bus, in a car or on a transport for hours, it is enough for one infected person to send everyone who traveled with the infected means of transport home. This must be limited. The holidays are carried out, except that the participants will only be those who have their domicile or residence in the town where the respective activity takes place ”, explained, then, Raed Arafat.

Following this decision, only the faithful of Iaşi were allowed to participate in the annual pilgrimage to Saint Parascheva.

The Bucharest court accepted an action brought before the court by Mihaela Meucă, who sued the Government, the Interior Ministry and the CNSU.

“The Romanian Government admits the exception of the defendant’s lack of passive procedural quality. It dismisses the action against said defendant for having been brought against a person without passive procedural capacity. It rejects as inadmissible the request for authorization to intervene in the interest of the defendant, the Government Romanian. Admit the action against the defendant CNSU. Decision no. 47/2020 of the CNSU stipulates in article 2 the following: “The organization of religious festivals is allowed only with the participation of people who have their domicile or residence in the town where the activity takes place, without the participation of people / pilgrims from other locations ”.
