But if I do that, the CET stops and half the city is left without hot water and without heating ”, explained Claudiu Cretu, special administrator of ELCEN, for HotNews.ro.
It says that the problems at CET Grozăvești will be resolved by the end of the week.
- “At CET Grozăvești we are in tests today. Either Friday or Saturday, we start the new boiler. This means that there will be a surplus of quality of the thermal agent in the CET area and it will be better. I think that from Sunday it will be felt in the radiators Claudiu Cretu said.
Why is it worse than last winter?
In recent weeks, thousands of blocks have not had hot water or heating or the heating agent has not been delivered to the parameters, the situation being much worse than last winter. Claudiu Cretu, the special administrator of ELCEN says that the main cause is the deterioration of the state of the distribution system, the losses in the network doubled in 2020 compared to 2019.
- “Why is this happening? In the last 3 years the losses have tripled, and in 2020 they have doubled compared to 2019. Putting cold water with hot water that we produce as we used to produce, there, at that moment, the temperature drops . We cannot heat the extra water, technically we have nothing. In order to heat it we need other power plants and boilers that we can manufacture in 4-5 years. ELCEN’s technical capacity is, These plants are old since ’64. That’s all I can and will do. That’s why it broke on Friday night. Because the moment you drive that red zone, the engine breaks down. And if the CET has cracked, we will be half the city in the cold until next winter. This is the risk. The CET has a maximum performance. Losses in 2016 were 800/900 t, now they are at 2.5 million liters of hot water / hour. Technically, the system is on the verge of failure. Now the cold has arrived, the losses have increased from 2000 to 2500 t ”, said Claudiu Creţu.
He affirms that, since it is an electoral campaign, not all the necessary modernization works were carried out in the summer, so that the world does not run out of hot water and heating. And the problem is related to the fact that the works were not carried out during the summer, he says.
- “The losses doubled because the network deteriorated annually, and this year, being an electoral campaign in the summer, they did not work, not to disturb. They started to work a bit in June-July, started the hot jokes and said that they are not working on the campaign for the electorate to do well until September 27. I published press releases, but people said this winter was over.
- As I did not prepare the system in summer, now I was with all the engines to the limit, my pumps were jumping and at the risk of putting the energy system in my head. When a CHP drops, we run out of power. If the elections were in June, the situation was different. This pandemic destroyed us because it didn’t work. In the summer the necessary works were not done, and now I stay on the sidelines and say that the fault lies with ELCEN ”, explains Claudiu Cretu.
Termoenergetica representatives, contacted by HotNews.ro, say that the culprit for the lack of hot water and heat is ELCEN, which has problems with CETs and does not deliver water at the required temperature of 90 degrees.
- “It is a catastrophe because I do not get enough heat from the CHP. If you give me water at 60% CET, it reaches 30 degrees in the radiators. How to be hot. The story with the added water is silly because during the summer they gave me higher temperatures. Debts are not as high as a few years ago. They have problems in the CETs, that’s the reality, “said representatives of Termoenergetica for HotNews.ro.
Claudiu Cretu, representative of ELCEN, indicated that to have a good winter, Termoenergetica must identify the parts of the pipeline where the greatest losses are found and repair them, so that the losses in the system fall at least below 2000t / hour.
- “They need to identify the segments where there are big losses and replace the pipes. If he doesn’t come to solve the situation, I don’t know what will happen this winter, ”said Claudiu Cretu.
Adrian Gâtlan, deputy director of Termoenergetica, says that the whole system is old and needs to be modernized:
- “We don’t have big holes where the water flows. There is a lot of damage, because the system is old. If there were huge holes inside a CHP, that CHP would collapse, it would no longer be able to work, the pumps would go into the cavity. There are bigger holes. , smaller, is a system that has not been modernized for 30 years, a system that was designed 25 years ago and is between 50 and 60 years old, a period in which it has not been modernized. We are constantly working to repair these damages. Repairs they keep the system running, they don’t modernize it. “
On Thursday morning, around 2,700 apartment blocks in Bucharest had no hot water or heating or the heating agent was not delivered according to parameters.
