A real spy lesson was taught to candidates willing to pay thousands of euros to obtain a driver’s license, failing the theoretical test of the exam. According to DNA prosecutors who are investigating Suceava’s “Permits and Records” file, the practice has been around for years.
Before taking the test, the candidates met with employees of the Suceava institution or their accomplices in the parking lot of Iulius Mall. The Suceava Registration and Permitting Service is based within the shopping center.
In the parking lot, they were given a vest equipped with a technical audio and video system and a headset was placed in their ear to listen to the answers to the questions.
They were instructed on how to remove wax plugs from their ears so they could hear the instructions as well as possible, how far they could stand from the computer monitor so that those providing tech support could see the questions.
Transcripts sent to the archive show that those who failed to answer answered only 22 questions. Otherwise, the candidate had to score randomly.
Among the bribes there were people who did not even know that to pass the theoretical exam they must accumulate at least 22 points. Some were out of school and wanted to get a driver’s license, although they had no control over road traffic.
The prices of fraud services could reach 6,000 euros. The rate was set according to the degree of preparation of the client. Those with less education paid more.

DNA Suceava is investigating a file on exam fraud in order to obtain a driver’s license from employees of the Car Registration and Permits Service in complicity with driving instructors and administrators of driving schools.
13 people have been detained in preventive prison and will spend Christmas behind bars. The network that facilitated exam fraud was allegedly led by Radu Obreja, the former head of the institution.
“In the judgment of the judge of rights and freedoms, all the evidence in the criminal investigation file allows outlining the credible and reasonable assumption that the 13 defendants had committed the acts for which they are investigated, without any evidence being necessary at this stage final guilt. The complexity and extent of the criminal activity, the high level of corruption in the structure of SPCRPCIV Suceava, the enormous material benefits that the accused seem to have obtained, have generated a state of revolt in public opinion at the local level and central, a negative public reaction provoked by the facts committed ”, said the judge of the Suceava Court that led to the arrest.
