The murder was committed by Ioan Chifan to get revenge on the head of his ex-wife, the engineer Victor Șerban. Thirty years after his death, Chifan, now a fugitive, was visited again by policemen from Criminal Investigations and masked men from the Special Actions Service.
Considered extremely dangerous and with a criminal record that would equate him to Passaris, officers from the Botoșani County Police Inspectorate came down to his home, where they conducted a full search. The same sources also pointed out that the man forged several income certificates with which he took several loans for personal needs, to which he would not have had access, because he was employed with the minimum wage in the economy.
Now Chifan is 60 years old, but many people in his village fear the acts committed with the utmost atrocity, in early January 1990. Chifan was released from Botoșani Penitentiary in 2011, after his 21st birthday. prison, from the life sentence to which he was initially sentenced.
The first sentenced to life imprisonment
Ioan Chifan’s criminal record shows that he was sentenced in 1990 to life in prison. Prosecutors in Botoșani accused him of having committed the crime of particularly serious homicide.
More precisely, on January 5, 1990, Chifan was waiting for the engineer Victor Șerban, from the Răducăneni Textile Factory, where his wife worked, and accused him of having certain unprincipled relationships with her. After this moment, Chifan, who was helped by two accomplices, tied the man and took him to the edge of a forest, where he set him on fire. Prosecutors also say that before setting fire to the victim, who was alive at the time, the killer was extremely brutal. One of the accomplices admitted that after beating engineer Serban with brutality, the murderer tied him up and then doused him with diesel and set him on fire.
The three subsequently hid the body in the yard of an IAS in Răducăneni, where it was found by chance, during 1990, by several workers.
At the end of the trial, Ioan Chifan was sentenced to life imprisonment, but could be released after 21 years, after the law of execution of sentences was changed, and people in this situation can apply for parole, after execution. 20 years of punishment.
After his release, he worked as a truck driver, but more recently began committing other crimes.
