DNA investigations into the criminal activity of some employees of the Suceava Auto Registration and Permitting Service, accused of cheating on driver’s license exams for huge sums of money, come as no surprise to the company. Suceava people.
In contrast, people say on social media that prosecutors have been slow.
Over time, there were citizens of Suceava who spoke publicly about alleged acts of corruption within the Service subordinate to the Suceava Prefecture, but were completely ignored for years.
In 2017, a Suceava resident told the local press (see video in the article), under the protection of anonymity, that the doors of the institution “were opened with tickets” hidden between the sheets of the car registration files.
At that time, the Service was headed by Chief Commissioner Radu Obreja, whom DNA prosecutors now claim to have been the head of a network specializing in fraudulent car examinations for between 300 and 6,000 euros.
Under the protection of anonymity, the driver told the story of how he was kept in line and how his knot was found in the rush because he did not respect the “tradition of the place”.
The driver then said that he did not register his car until he hired the services of an intermediary, who allegedly bought the goodwill of the bank teller’s employees with bills.
“The files in which the money is placed under the first page have a passage. Otherwise, if the file has been examined and no amount of money appears after the first two pages, you will be asked what you have here. Do you have an appointment? In my case, I waited a month to send the file.
I had no document and I had to return. I came back the next day, after queuing for a whole day, I arrived at the counter with the complete file. I noticed an irritated reaction from the staff. As soon as they turned the first page, they saw that it wasn’t money and they asked me what you had there. There is no such thing, they told me, ”the man declared under the protection of anonymity.
Queuing “at the registers”, Suceava’s man watched as some people came to the counters with 15 files each and blocked all activity for an hour and a half, finally managing to solve all their problems without any reproach from the employees.
He understood how the mechanism worked and became a customer of intermediaries because he could not wait another month to see them again at the counter, considering that registrations are made based on an appointment on the Suceava prefecture website. .
Asked at the time if the institution’s employees are charged money to fulfill their duties in the job description, Radu Obreja said:
“I do not believe that any employee of the institution claimed, both in the Permits line and in the Records line, any amount of money to resolve a citizen’s request. I do not dispute that there are certain people outside the institution who, for a sum of money, promise to intervene with the institution’s employees to solve the problems of citizenship. These things happen outside the institution, ”Obreja said.
In addition, Obreja recommended to the Suceava resident who revealed the corrupt system to file a complaint with DNA or DGA.
Three years later, in November 2020, DNA prosecutors revealed in a case that Obreja was the head of the network that sold permits and that he had benefited from the protection of a DGA officer who informed him in advance when he was attacked by bodies with control powers in the field. However, the protection was not free, according to prosecutors.
In the indictment, law enforcement officers show that DGA officer Mihail Martin asked Radu Obreja for an all-terrain vehicle in exchange for protective services and received it.
