The city of Constanța goes into quarantine on Friday night, for two weeks, after the incidence of cases of contagion by the new coronavirus exceeded 9 per thousand inhabitants. Shopping centers will be closed on weekends, except for pharmacies, grocery stores, pet food stores, and dry cleaners. At the moment, there are 7 quarantined county residences in Romania: Sibiu, Bistrița, Satu Mare, Zalău, Baia Mare, Slobozia and Alba Iulia.

Constanța would be quarantined on Friday from 8:00 p.m., for 14 days.

What are the restrictions:

  • Entering / exiting the quarantine area through other areas and access roads that are not open to public traffic on national, county, and communal roads is strictly prohibited.
  • Likewise, the circulation and parking of people in public spaces is prohibited, except for well-justified reasons, based on the Declaration of responsibility, service card or certificate issued by the employer, ”the statement also states.

Thus, between 05:00 and 23:00, within the quarantined area, the movement of people outside the home / home is prohibited, with the following exceptions:

  • a) travel for professional interest, including between home / home and place / places of professional activity and vice versa;
  • b) travel for medical assistance that cannot be postponed or carried out remotely;
  • c) short trips, close to home / home, related to people’s individual physical activity (excluding any team sports activities), as well as for the needs of pets / domestic animals;
  • d) trips for blood donation to blood transfusion centers;
  • e) travel for humanitarian or voluntary purposes;
  • f) travel for agricultural activities;
  • g) the movement of agricultural producers for the sale of agri-food products;
  • h) the care or administration of a property of another locality; issue the necessary documents to obtain rights;
  • i) participation in programs or procedures in health and treatment units, including remedial treatment, physical medicine and balneology;
  • j) for the acquisition, service, execution of ITP or other vehicle maintenance operations, activities that cannot be carried out in the place of residence;
  • k) other justifying reasons such as: trips to provide goods that cover people’s basic needs, care / accompaniment of children / relatives; the care of a relative or dependent, the care of the elderly, sick or disabled or the death of a relative;
  • l) travel to participate in religious services;
  • m) trips to public and financial institutions.

At the same time, between 23.00 and 05.00, the movement of people outside the home / home is prohibited with the following exceptions:

  • a) traveling for professional interest, including between home / home and place / places of professional activity and vice versa;
  • b) travel for medical assistance that cannot be postponed or carried out remotely, as well as for the purchase of medicines;
  • c) travel outside the localities of people who are in transit or make trips whose time interval overlaps with the prohibition period, such as those made by plane, train, coach or other means of passenger transport, and that can be accredited by ticket or any other form of payment for the trip;
  • d) traveling for justified reasons, such as the care / accompaniment of the child, assistance to the elderly, sick or disabled or the death of a family member.

The shopping centers will be closed during the weekend.

Other measures:

  • Within the town, the movement of people in pedestrian groups of more than 6 people who do not belong to the same family, as well as the formation of such groups, is prohibited.
  • The occupants of a vehicle, if they are not members of the same family, are required to wear a protective mask that covers their nose and mouth.
  • Religious services are permitted only outside the buildings, except those attended only by church personnel. For events organized outdoors, the standard of 4 m2 / person will be observed, in compliance with the health protection regulations. It is also allowed to officiate funeral services, only outside the buildings, with the participation of a maximum of 20 people.
  • Also with a maximum of 20 people, it is allowed to officiate the marital status, outside the buildings, and respectively eight people inside the building, in compliance with the health protection regulations.
  • Regarding shopping centers and parks, people’s access will be limited, so that 8 m2 / person is ensured in compliance with distance regulations. In addition, they will reconfigure their circuits, where possible, to organize single, separate circuits for input and output, constructively positioned non-adjacent.
  • On Saturdays and Sundays, the economic agents of the shopping centers will temporarily suspend their activity until the expiration of the provisions included in the quarantine proposal, with the possibility of an extension depending on the evolution of the epidemiological situation, with the exception of food stores, pharmacies, dry cleaners, pet food stores.
  • The economic operators that carry out passenger transport activities and that transit through the quarantine zone may make stops at their own stations for the ascent or descent of passengers. Operators will take the necessary measures to limit access to means of transport in order to comply with physical containment measures, as well as to wear a protective mask, covering the nose and mouth, for all persons who have complied with the 5 years old.
