In addition to these salaries, the Cluj City Council employees also benefit from numerous bonuses and benefits. This is also the case of the increase for working conditions, which is specified to be granted for the activity carried out within normal working hours. This increase brings in another 15% of the base salary for December 2019. Those who work with European funds and receive an additional 50% of the salary also receive a lot of extra money. Employees of the municipality also benefited from a salary increase this year, as every year. 2019 was one of the best years in this regard.

In the last 2019 alone, the employees of the Cluj-Napoca City Council benefited from two salary increases, in January and August, and some of them benefited in October 2019 from a new salary increase of 15%. These are employees of the Public Service for the administration of cultural objectives.

The approved report also presented the reasons why their salaries have increased again: osteo-muscular-articular overload, risk of occupational accidents, occupational exposure to noise, risk of exposure to biological agents ”. The local councilors approved the proposal without reservations, so on Wednesday, October 16, 2019, a decision was adopted in this regard at the City Council.

The Court of Auditors found a series of irregularities last year

In addition, the Cluj-Napoca City Council awarded bonuses and awards to employees, some of them at the limit of legality. Indeed, in a report drawn up by the Cluj Court of Accounts inspectors, the Cluj-Napoca City Council was accused of awarding its employees illegal prizes and bonuses.

These are incentives and prizes of 13.5 million lei, reveals a report by the Court of Auditors published at the end of last year. Specifically, illegal payments were made for hours worked outside normal working hours or on holidays, weekly rest and other non-working days, the report said.
