The National Committee for Emergency Situations decided, by Decision No. 52, the establishment of measures for the prevention and limitation of the spread of the SARS-CoV-2 infection, announced this Friday morning, the Strategic Communication Group.

The proposals of the CNSU Decision will be approved by Government Decision and the respective measures will begin on Monday, November 9.

Thus, the CNSU proposes that the mask be mandatory throughout the country, that traffic restrictions be imposed at night, that pre-university courses be held online, that public and private meetings and parties be held in closed or open spaces, shops are banned. closes its program at 9:00 p.m., and the markets that are in closed spaces to suspend their activity, while those that are in open spaces can continue their activity.

Pharmacies, gas stations and economic operators with home delivery activity can carry out their activity under a normal work regime, complying with the health protection regulations.

The main proposals of the Committee:

– establishing the obligation to wear a protective mask, so that it covers the nose and mouth, at the national level, for all people who have reached the age of 5, in all open and closed public spaces, regardless of the value of the tax cumulative incidence of recent cases 14 days.

– that all public institutions, as well as all public or private economic operators have the obligation to organize the activity and carry out the work program in teleworking or home work, and when the specificity of the activity does not allow it, organize the work program so that the staff must be divided into at least two groups to start and finish the activity with a difference of at least 2 hours. The observance of the application of this measure is followed by the prefects and by the Labor Inspectorate.

– In all localities, teaching activities that require the physical presence of preschoolers, preschoolers and students in schools will be carried out online.

– in all localities in Romania, the movement of people outside the home / home must be prohibited between 23.00 and 05.00.

Travel during this period will be allowed only in the following situations, based on the service card, the certificate issued by the employer or the declaration under your own responsibility, depending on the situation:

– travel for professional interest, including between home / home and place / places of professional activity and vice versa;

– travel for medical assistance that cannot be postponed or carried out remotely, as well as for the purchase of medicines;

– travel outside the localities of people who are in transit or make trips whose time interval overlaps with the prohibition period such as those made by plane, train, coach or other means of transport of people and that can be accredited by ticket or any other way to pay for the trip;

– moving for justified reasons, such as caring for / accompanying the child, assisting the elderly, sick or disabled or the death of a family member.

The declaration under your own responsibility must include name and surname, date of birth, address of the house / home / place of professional activity, reason for the trip, date of completion and signature.

– Prohibit the holding of meetings for vacations, anniversaries, parties in closed and / or open, public and / or private spaces.

– Suspension of the activity of the agri-food markets in closed spaces, fairs, fairs, mixed markets and flyers and markets. The activity of the agri-food markets that can be organized in open public areas is allowed, respecting the health protection regulations.

For outdoor spaces where the preparation, service and consumption of food, alcoholic and non-alcoholic beverages are carried out, which have been conditioned and assimilable to closed public spaces, as defined in the Law of prevention and combat to effects of the use of tobacco products no. 349/2009, with subsequent modifications and completions, the following rules and measures apply:

– The activity is allowed without exceeding 50% of the maximum capacity of the space and in the time interval 6.00-23.00, in the regions / localities where the cumulative incidence of cases in the last 14 days is less than or equal to 1.5 / 1,000 of inhabitants, without exceeding 30% of the maximum capacity of the space and in the time interval 6.00-23.00, if the accumulated incidence in the last 14 days of the cases in the region / locality is greater than 1.5 and less or the same with 3 / 1,000 inhabitants, and it is prohibited to exceed the incidence of 3 / 1,000 inhabitants;

– The activity of restaurants and cafes within hotels, pensions or other accommodation units is allowed without exceeding 50% of the maximum capacity of the space and in the time interval 6.00-23.00, in the regions / localities where the accumulated incidence of cases in the last 14 days is less than or equal to 1.5 / 1,000 inhabitants, without exceeding 30% of the maximum capacity of the space and in the time interval 6.00-23.00, if the accumulated incidence in the last 14 days of the cases in the region / locality is greater than 1.5 and less than or equal to 3 / 1,000 inhabitants, and only for people housed in these units in the regions / localities where the incidence of 3 / 1,000 inhabitants is exceeded in the last 14 days.

Likewise, CNSU proposes the establishment of the obligation for economic operators that carry out commercial activities / services in closed and / or open, public and / or private spaces to organize and carry out their activity in the time interval 05.00 – 21.00. (2) By exception of the provisions of par. (1), in the time interval from 21.00 to 05.00, economic operators can only activate in relation to economic operators with home delivery activity.

Pharmaceutical units, gas stations and economic operators with home delivery activity can carry out their activity in a normal work regime, complying with health protection regulations.
