The National Committee for Emergency Situations discusses, this Thursday night, new restrictions to impose on the population, after the number of infections at the national level approaches 10,000 cases per day. Among the restrictions that are taken into account is the quarantine of localities with an incidence rate higher than 6 cases per thousand. In these locations, travel will be prohibited for purposes other than those of medical emergency or professional interest. Therefore, trips to the church will be restricted, allowing only at funerals, weddings and baptisms of the families involved.

DECISION no. 52 from 05.11.2020

on the establishment of additional measures to be applied to prevent and combat the effects of the COVID-19 pandemic

Considering the epidemiological evolution in the Romanian territory until 05.11.2020,

taking into account the increase in the number of infected nationwide, as well as the daily increase in new confirmed cases, the poor implementation of prevention measures, the organization of private events, the intense interaction and mobility of people, aspects that generate constant pressure on the management capacity of the administrative-territorial units and the health system,

In accordance with art. 4 par. (1) on. c) and d) and art. 81 from GEO. No. 21/2004 on the National Emergency Management System, with subsequent modifications and completions,

On conformity with the expressed in the article. 4 and art. 11 par. (1) of Law no. 136/2020 republished, relating to the establishment of measures in the field of public health in situations of epidemiological and biological risk, art. 9 par. 1, art. 32 par. 2, art. 37 and art. 71 of Law no. 55/2020 on some measures to prevent and combat the effects of the COVID-19 pandemic, from art. 20 lit. l) of the Government Emergency Ordinance No. 21/2004 on the National Emergency Management System, approved with modifications and completions by Law n. 15/2005, with subsequent modifications and completions, and art. 2 and art. 4 of Government Decision No. 94/2014 on the organization, operation and composition of the National Committee for Special Emergency Situations,

DECISION:

Art. 1 As of the date of this decision at the national level, the obligation to wear a protective mask, so that it covers the nose and mouth, is established for all people who have reached the age of 5, in all spaces open and closed public, regardless of their value. the cumulative incidence rate of cases in the last 14 days.

Art. 2 All public institutions, as well as all public or private economic operators have the obligation to organize the activity and carry out the work program in teleworking or home work, and when the specificities of the activity do not allow it, the Work schedule is organized so that Staff will be divided into at least two groups to start and complete the activity at least 1 hour apart.

Art. 3 (1) In localities / counties where the value of the cumulative incidence rate of cases in the last 14 days exceeds 3 / 1,000 inhabitants, the movement of people outside the dwelling / home is prohibited in the interval time 22.00 – 06.00.

(2) By exception of the provisions of par. (1), the movement of people outside the home is allowed between 10 p.m. and 6 a.m. for the following reasons:

a) travel for professional interest, including between home / home and place / places of professional activity and vice versa;

b) travel for medical assistance that cannot be postponed or carried out remotely, as well as for the purchase of medicines.

Art. 4 (1) At the national level, for all localities where the accumulated incidence rate is equal to or greater than 6 / 1,000 inhabitants, the local quarantine measure will be instituted with the prohibition of the movement of people outside the home / home.

(2) The procedure to establish the quarantine measure for the localities provided for in par. (1) is regulated by Law no. 136/2020, reissued, on the establishment of measures in the field of public health in situations of epidemiological and biological risk.

(3) Except for the provisions of par. (1), the movement of people outside the dwelling / home is allowed between 06:00 and 22:00 for the following reasons:

a) travel for professional interest, including between home / home and place / places of professional activity and vice versa;

b) travel for medical assistance that cannot be postponed or carried out remotely;

c) travel for the provision of goods that cover the basic needs of people, as well as goods necessary for the development of professional activity;

d) travel for personal care services;

e) Travel by public catering services except those destined to activities carried out in restaurants and terraces that involve their consumption within the respective spaces.

(4) Except for the provisions of par. (1), the movement of people outside the home is allowed between 10 p.m. and 6 a.m. for the following reasons:

a) travel for professional interest, including between home / home and place / places of professional activity and vice versa;

b) travel for medical assistance that cannot be postponed or carried out remotely.

Art. 5 (1) In order to verify the reason for the trip for professional interest, people are obliged to present, at the request of the personnel of the competent authorities, the service card, the certificate issued by the employer or a declaration of their own responsibility. .

(2) To verify the reason for the trip in personal interest, people are obliged to submit, at the request of the personnel of the competent authorities, a declaration under their own responsibility, previously completed.

(3) The declaration under your own responsibility must include name and surname, date of birth, address of the house / home / place of professional activity, reason for the trip, date of completion and signature.

Art. 6 The measures established in this decision have a validity of 30 days, at the end of which the evolution of the epidemiological situation will be analyzed, the restrictions may be eliminated from the lower value of the accumulated incidence rate of cases of the last 14 days. a downward trend, and in the event of an upward trend, other measures will be taken to limit the spread of COVID-19.

Art. 7 This decision is communicated to all components of the National Emergency Management System, for its implementation by order and administrative acts of its leaders.
