Raed Arafat, as action commander, chief executive officer in the fight against COVID, issued Order No. 4649281 that obliges all hospitals to receive patients brought by ambulance regardless of the availability of places in these institutions.

This measure seeks to curb the phenomenon of non-COVID hospitals that refuse to receive suspected COVID patients, an increasingly common phenomenon lately and that blocks many ambulances on the roads or at the door of UPU pavilions.

Two doctors from different hospitals in Bucharest interpreted the Order of Arafat. They both wanted to keep the name confidential.

The first states that through the new measure, the authorities sought to transfer responsibility for the chaos that will continue in the health system to hospitals.

The consequences of the lack of training, of vision in handling the new wave of the pandemic will fall on the shoulders of hospitals and doctors. If they fill all the hospitals with COVID patients, they will become veritable cemeteries.

“Non-COVID patients will be exposed, as will healthcare professionals, and this will be reflected in a much higher number of victims. They had so many months to prepare us for this crisis and they did nothing, ”said the first doctor who works in a large emergency hospital in the Capital.

The second doctor, a specialist in Intensive Care, believes that with this order, Raed Arafat can better control hospitals regarding the transfer of COVID patients. “It is the Trojan Horse. Many hospitals have been reluctant to create spaces and circuits for patients suspected of being infected with the new coronavirus. In some units it is almost impossible to assign 10% of ATI to COVID without putting patients in danger who do not have COVID. There are managers who did not want to expose their hospital to COVID patients at all, so they refused to receive suspicious patients, “he described the consequences of the order.

“If they don’t have their own PCR device, they have to wait two days for the test result, and the UPU cannot hold a patient for more than 24 hours, after which they must be sent to the ward or be transferred “, explained the ATI specialist. .

With the new directives, he continues, these rejected patients will be received by hospitals through the Emergency Department, which normally does not oppose Raed Arafat, says the doctor.

However, both doctors concluded in the same way: “Difficult days and nights await us. It is not the system that will suffer the most, but the patients, who will no longer be able to benefit from adequate treatment ”.
