DIICOT prosecutors and judicial police conducted 50 house searches in Bucharest in Calarasi and Ilfov counties, in a case related to a network specialized in the commission of crimes of deception with particularly serious consequences, false documents under private signature and false statements. Over several years, the group falsified documents and illegally obtained child-rearing allowances, and the amount of the damage amounted to almost 1.7 million euros, according to DIICOT.

The group was formed and acted in the period 2017-2020, when, by falsely preparing the necessary documentation, it obtained substantial amounts of money as a stipend to raise a child up to 2 years of age, according to a DIICOT statement.

Group members identified potential beneficiaries, respectively people who had recently become parents or who would become parents in the next period. The beneficiaries recruited for this purpose were people without income or with a precarious economic situation, who agreed to use false documents, provided by members of the group, from which to obtain generous child-rearing subsidies, amounts to be shared. then, during the 2 years, with the members of the group.

Fictitious employment

For this, the criminal group owned, de facto, several ghost companies, on which it carried out fictitious and retroactive contracts, whose documentation it falsely prepared that the beneficiaries were employed in these companies during the period required by law. , indicating that the beneficiaries received substantial salaries.

Because these companies were registered in the name of intermediaries, no salary tax was paid for the specified period, so they ended up with very large debts to the state budget, according to DIICOT.

Damage of 1.7 million euros

Prosecutors say there were also situations in which some beneficiaries refused to pay, after the money was transferred, the established part of the compensation to the group members. In these cases, the members of the group appealed to the recuperators or took measures to stop granting the right.

To avoid such situations, in the case of some beneficiaries, the members of the group withheld the beneficiaries’ cards and withdrew the subsidy from the ATMs, this time it was they who gave the beneficiaries half of the parenting subsidy.

The total value of the damage caused to the state budget is 8,273,224 lei (1,698,813 euros), says DIICOT, specifying that 37 people will be heard in the case.
