The County Committee for Emergency Situations (CJSU) decided on Monday night to impose special quarantine measures for the municipality of Constanța near the towns of Ovidiu and Fântânele. The incidence rate increased significantly and reached 3.5 / 1,000 inhabitants.
According to the Prefecture of Constanza, after an analysis carried out by DSP Constanza, it was approved to move all the educational units of Constanza to operating scenario 3, during the next 14 days, after the cumulative incidence rate reached 3.5 / 1,000 inhabitants , as a result of the positivization, in the last 14 days, of 1,096 people, out of the total of 313,223 inhabitants of the municipal capital city.

Likewise, among the preventive measures that come into force in Constanza, as of Tuesday, November 3, are: the obligation to wear a protective mask in all public spaces, so that it covers the nose and mouth, being able to remove it, for short periods of time, to smoke, consume food or drink, outside the terraces, as well as for individual sports or other similar activities, only if people are outside the areas of pedestrian traffic and at least two meters from other people.
During a period of 14 days, it is forbidden to organize and carry out the activity of cinemas, entertainment institutions and / or concerts, the holding of drive-ins, the organization of open-air shows, concerts, public and private festivals or other cultural events.
The restrictions also provide for the suspension of activity with the public of authorized economic operators in the field of games of chance, restaurants and cafes, except those inside hotels, accessible only to people staying in these units, allowing the food preparation and marketing of food and alcoholic beverages. without alcohol outside the respective units.
At the same CJSU meeting, it was voted that the appropriate measures be applied throughout the region in the situation between the incidence rates of 1.5 / 1,000 inhabitants and 3 / 1,000 inhabitants, after reducing the operation of the restaurants to a capacity of 30%. or the obligation to wear a protective mask in open public spaces such as markets, fairs, waiting areas, cliffs or in the vicinity of educational institutions.
At the same time, it was voted unanimously to change the operating scenarios for 27 educational units in the county.
