“The measures are tough,” Merkel said in Berlin on Wednesday after consultations with regional leaders.
“These are onerous measures,” acknowledged the chancellor, but they aim to restore public life in Germany, for the most part, in December. Merkel announced that two weeks after the new measures come into force, federal states will be consulted again on the measures that should come into force or be modified.
During the deliberations, it was decided, among other things, to close the restaurants, cultural and leisure facilities for four weeks, starting on Monday, November 2.

The precise measurements are still being discussed. Sources close to the talks said Merkel and regional leaders agreed to close bars and restaurants. Other measures, such as closing theaters and gyms and limiting social interaction, are on the table.
Hotels, except in cases of emergency, will also be closed. Everyone who can work from home must do so, and authorities urge employers to ease the transition to work from home.
An aid package of € 10 billion would be paid to companies affected by the measures.
The drastic measures, which according to sources will take effect on November 2, aim to reduce the spread of the coronavirus in Europe’s largest economy, where the number of new cases has reached a new record.
Under the new restrictions, stores would be left open, as long as they respect social distance by limiting the number of people entering.
