Until December 2, 2014 he was deputy mayor to Mayor Klaus Iohannis. Obviously, if he does not do it, using the absolute majority that the generals in the institutions of the force work non-stop, he will not change the Constitution to obtain two more terms. In this case, Klaus Iohannis will be president until 2034, and his protégé, the mayor of Sibiu until 2034. In the 2016 elections, Astrid Fodor won without problems. She also won without a hitch in 2020. How to deal with the difficulties of staying in office while Klaus Iohannis went to Sibiu and campaigned for her? How can the System not allow itself to be declared the winner when the Chief suggested to them, taking Astrid Fodor by the hand, that she is My candidate ?!
Between September 27, 2012 and July 3, 2014, although Deputy Mayor Astrid Fodor was a member of the board of directors of the National College “Samuel von Brukenthal” in Sibiu and a member of the board of kindergarten no. 37 from Sibiu.
From a legal point of view, this is called a conflict of interest.
You cannot be mayor and a member of a board of directors that depends on the mayor’s office, that is, on you.
The conflict of interest has been and is a scourge of post-December. One of the tricks of the politicians was to use the position to be a member of several boards. To end or at least tame this habit, it was established in 2007, through Law No. 144/2007, National Integrity Agency. Among many other facts pursued by ANI was and is the incompatibility situation. According to the Law, the ANI is notified ex officio or when a person is notified of the incompatibility of an official. After the investigations, the ANI declares the interested party incompatible and sanctions with the prohibition of holding public office for a time. The ANI’s decision can be challenged in court. After all, it is the judiciary that determines whether an official has been incompatible or not.
Based on the Law, the ANI investigated the situation of the Deputy Mayor Astrid Fodor and decided in 2015 that she was in a state of incompatibility between 2012-2014. Astrid Fodor attacked the ANI Report at the Alba Iulia Court of Appeal. The Alba Iulia Court of Appeal ruled in favor of Astrid Fodor in 2016.
Nothing surprising.
The same Court of Appeal had ruled in favor of Klaus Iohannis when he was mayor. How can the Alba Iulia Court of Appeal not be kind to Klaus Iohannis’ successor out of political will? ANI appealed to the Superior Court of Cassation and Justice. In May 2019, the Superior Court admitted ANI’s appeal. According to the law, the prefect of Sibiu at that time suspended Astrid Fodor from the position of mayor. Had she not been the successor to Klaus Iohannis in terms of bravery, Astrid Fodor would have resigned as mayor. It did not. He addressed the Sibiu Court. The court reinstated her. Put Iohannis’ student out of a job ?! The Sibiu court decided only to continue the mandate and not the possibility of Astrid Fodor running in the 2020 elections. Had she not inherited the mayor’s place and the audacity of Klaus Iohannis, Astrid Fodor would not have been a candidate. The Superior Court’s decision was clear in this regard and had to abide by the decision. If not as a politician, at least as a German.
In accordance with the Law, ANI communicated to the entities in charge of the validation of local elections the list with those who are prohibited from holding an eligible position for 3 years as a result of the initiation by the Justice of the incompatibility situation.
Although she knew she was not allowed to run, Astrid Fodor entered the race. It would have been normal for the High Protector of Bucharest named Klaus Iohannis, the one who fights with his fist in the fight against corruption, to advise him not to flee. Klaus Iohannis didn’t do that. In addition, in the campaign appears with Astrid Fodor in hand. Whoever denounces corruption and demands the reboot of DNA does not hesitate to appear with the incompatible Astrid Fodor.
As expected, Astrid Fodor won the election.
BEC Sibiu is in a rush to validate the elections, although Astrid Fodor is unable to hold public office for three years as a result of the HCCJ decision.
However, the Sibiu court takes the ANI report into account. The mandate is also invalid. The ANI was created precisely to prevent politicians from getting used to conflict of interest.

On October 27, 2020, the Sibiu Court rejected the judgment of the Sibiu court.
Astrid Fodor was validated as Mayor of Sibiu.
This despite the fact that the Law clearly establishes that a person declared by the court as guilty of incompatibility does not have the right to be elected to public office, as a sanction, for 3 years.
What does it mean to have a High Protector?
Law, ANI, the fight against corruption becomes trifle.
