The homologation certificate is one of the first documents that a tender commission verifies, without it you cannot participate in public procurement, because your product cannot simply be marketed, it cannot circulate in the case of public transport. The homologation certificate is issued by the Romanian Automobile Registry (RAR) or by the equivalent RAR institutions of European countries, after several tests. This document certifies that a vehicle meets all European safety, noise and other standards.

However, the Firea administration had handed over the contract to the Turkish company, leaving the consortium to delay with the proof that the trolleybuses it produces comply with European standards.

The mayor’s office gave the producers a period of 45 days from the date the contract was signed to come with the approval certificate, otherwise the contract would be terminated.

As the contract signing date was March 31, the deadline to present the approval certificate was May 16.

“(…) In accordance with the contractual provisions, the consortium had to present the approval certificate after the contract was signed. (…) Considering that the contractual provisions were not complied with, the legal process for the resolution of the contract began, as in accordance with the contractual provisions and current national legislation ”, transmitted the Municipality, at the request of the daily Libertatea.

The auction of 100 trolleybuses was organized in 2019 and featured only one bidder, the Turkish-German association Bozankaya Otomotiv – Sileo Gmbh.

The contract was signed in March 2020 and amounted to around 43 million euros excluding VAT, with funding from the Administration of the Environment Fund.

The plan was to deliver the first trolleybus next month and the rest by February 2022.
