The new president affirmed that many people paid by the CJ did not actually have the “object of work”, but received high salaries, salary funds accumulating 270,000 euros per month, as well as bonuses of up to 50% for participating in large numbers in European projects low participation. , writes the publication Bihoreanul.ro.
Two lines
“In the Provincial Council we have to do two things along the way: on the one hand a change of course, a new orientation that would mean the reorganization of the activity of the institution, to save the money of the people of Bihor, stop the respite and make everything in our power for the economic development of the county and raising the standard of living of the people of Bihor, “said new Bihor City Council President Ilie Bolojan on Tuesday at his first press conference held at this position, which he assumed -A week ago.
Coinciding with what was announced since the electoral campaign, when he compared the CJ with a car that consumes a lot and only for his own needs, Bolojan affirmed that “the institution must be reorganized” and “depoliticize the activity of the CJ.”
Din 174 raman 88
Specifically, Bolojan said that in the first meeting of the CJ after the elections of September 27, which will take place this Thursday, it will be put to a vote (and considering that the PNL group has the necessary simple majority, the project will be voted) to reduce the organization chart. of the institution.
This means “the reduction of the workforce of 174 positions (not occupied from the 195 existing in the organization chart), so that from December 1 we intend to keep 88 employees.”
Cut leaves for dogs
Bolojan told reporters that he had done a “quantitative” analysis of the work of CJ’s staff: “We found some problems that cannot be discussed,” the first being the fact that “in almost all departments the personnel scheme was overloaded. “, and another that” there are entire structures without activity purpose “, giving as an example the structure that, in writing, deals with the management of protected areas, given that” for more than two years its management has been made by an authority state and structure employees actually had other assignments. “
The new Bihor County Council chairman said that in some cases, people don’t even have adequate office space as there are too many.
Likewise, Bolojan showed that he found a true parallel CJ, that is, “a tourist address in front of the theater (no – National Center for Tourist Information and Promotion)”, but also another in front of the City Hall (no – Destination Management Agency), ironically saying that “that’s why the works on Ferdinand Square were not finished on time because there were queues of tourists” with which these structures were confronted.
On the other hand, Bolojan said that he also identified “addresses that were taken from the CJ’s own apparatus to lose track of them.”
270,000 euros per month
The new president of the CJ became the first to make public the salary expenses of the institution’s staff, showing that they amount to 270,000 euros per month, since many people paid by the CJ did not actually have the “object of work”.
Bolojan revealed that many employees were “involved” in projects with non-refundable funds, but with low stakes and values, while the project teams were supernumerary, so that participants received, in addition to salaries, bonuses of up to 50% ( while in the Oradea City Council, for comparison, the maximum limit was 30%, but for really important projects with small teams as staff.
New organization chart
Bolojan made available the draft of the new organization chart to be voted on Thursday, which foresees a really drastic reduction compared to the one established under the leadership of Pasztor Sandor in 2018, and which contained 195 positions, of which 174 are currently occupied.
The cabinet of the president of the CJ will be reduced from 6 positions (all occupied) to only 3 (Bolojan specifies that he has not yet hired any adviser), and those of the vice presidents from 2 positions to one each.
According to the new organization chart, some Directorates will disappear from the current organization, becoming services or simple compartments (an example is Heritage). The General Economics Department will be reduced from 56 to 27 employees, the Chief Architect Department from 21 to 16, the Technical Department from 37 to 20.
Some Services become simple offices or even compartments, with fewer employees, being the case of the Accounting, Contracting, Legal structures (a lawyer from the Oradea City Council has 200 files in process, and in the CJ only 30), and the Press and Image Office will disappear and he.
Also, the new president has not yet hired a public administrator, since the former owner, Szabo Jozsef, appointed in the Pasztor era, left vacant and will be delivered only on paper for a time.
“With all the trouble”
The new president of the CJ specified that on the vacancies due to the layoffs “no other political clientele will be brought in”, “we will not replace the tricks of others with our tricks.”
At the same time, Bolojan specified that starting next week, the selection of the people who will continue to be employed within the CJ will be made through tests. “After voting on the organization chart, where there will be two or more people willing to occupy a position, the tie will be made by examination,” he said, adding that the current members will be represented in the examination commissions, with members from outside the institution. . employees.
“Despite the discomfort, it will show that in the next period the Provincial Council will work better with half of the workforce,” concluded Bolojan’s presentation on this issue, highlighting that all the money saved by non-payment of salaries to people who do not deserve it will be directed toward co-financing county development projects.
