TO UPDATE The Bucharest Emergency Situations Committee reversed, in a special meeting, the situation of kindergartens, extracurricular activities and universities. As a result, they will NOT close as of Tuesday.

PRESS RELEASE of the Bucharest Municipal Committee for Emergency Situations

At the Bucharest Municipal Committee for Emergency Situations meeting on October 19, 2020, the following decisions were made as a result of exceeding the incidence rate of 3/1000 inhabitants:

1. The protective mask should be used both indoors and outdoors

2. The educational units will carry out their activity in the online environment, in the scenario provided by order of the Ministry of Education and Research, respectively in the Red Scenario.

3. All activities carried out indoors, in restaurants, cafes, cinemas, show rooms, game rooms are prohibited.

These measures are valid for the next 14 days, starting on October 20.

We mention that the activity carried out in kindergartens, after school is still allowed according to the joint Order of the Minister of Education and Research, the Minister of Health and the Minister of Labor and Social Protection. The development of activities in higher education will be regulated by the Senate of each university, which has university autonomy.

Then, the next day in a row, the contagion rate exceeded the three Covid diseases per thousand inhabitants. Strict measures are being taken in Bucharest. From midnight Monday to Tuesday, the sanitary mask becomes mandatory, even in open spaces. If you don’t use it, the fines can be significant. As of Tuesday, children no longer physically go to school or kindergarten, restaurants and cafes are closed, indoors, as well as theaters and cinemas. The measures were taken by the Municipal Committee for Emergency Situations.

With 581 new cases from Sunday to Monday in Bucharest, the disease rate reached 3.19 per thousand inhabitants. Sunday was 3.02. So, starting at midnight, wherever we go out in the Capital, on the street, in the square or in the park, the mask is mandatory.

Mariana Stancu Țipişcă, spokesperson for the prefecture: “The obligation to wear a mask has been established in all public spaces. We also refer to children who have reached the age of 5, the mask will be used correctly, covering the nose and mouth ”.

The restaurants, cafes and bars were only open indoors for four days. They close again on Tuesday. Legally, terraces can work with up to six people at a table.

Mariana Stancu Țipişcă, spokesperson for the prefecture: “It was forbidden to work inside the restaurants, kept on the terraces, in the open air, and for those inside the pensions, the hotels, only for the clients staying in these units.”

The order was also given in theaters and cinemas, which suspend their activity a few days after reopening. Private events, including weddings and baptisms, are prohibited. The gaming halls, except the lottery, remain closed.

Gyms, beauty salons and shopping centers remain open.

All these measures, taken this Monday by the Municipal Committee for Emergency Situations, will be applied during the next 14 days. Whoever does not respect them risks a fine of between 500 and 2500 lei. If, in the next two weeks, the disease incidence rate falls below 3 percent, the restrictions will be reassessed. President Klaus Iohannis said Monday that there was no coherent plan of action in the capital.

Klaus Iohannis, President of Romania: “A national effort is needed to stop the epidemic. The authorities have an obligation to respect it and treat it as such. That means clear communication and timely information and predictability when restrictions are needed.”
