According to the promoters of the regulatory act, these premiums can be from 10,000 to 20,000 euros and can be obtained through a scheme that will be executed in the period 2021-2023.

Premiums are not awarded to all farmers, but only to those who meet certain conditions, the most important of which is the marketing of primary agricultural products on the market, either directly for consumption or for processing units.

The beneficiaries of agricultural products can be, according to the bill, natural and legal persons, as well as individual or family companies.

When will the financial incentive plan go into effect?

The bill to stimulate agricultural producers who market primary agricultural products, registered more than a year ago in Parliament, obtained a decisive vote in the Chamber of Deputies and is now going to be enacted.

The financial incentive scheme will come into effect on January 1, 2021 and will apply until December 31, 2023.

“This law establishes the granting of a premium for the commercialization of primary agricultural products, fishery products and aquaculture, by agricultural producers, aquaculturists or commercial fishermen”, establishes the project, the premium that will be granted to natural persons and legal, PFA / II / IF in Romania, which meet the following conditions (cumulatively):

owning or leasing areas of agricultural land, water surfaces or buildings intended for agricultural production on the territory of Romania;

holds a producer certificate or registration documents or a license for aquaculture or a commercial fishing license, as the case may be, issued by the Romanian authorities;

it sells primary agricultural products, fishery and aquaculture products on the market, from its own production; primary agricultural products are vegetables, fruits, grapes, cereals, live animals, birds, milk, eggs, honey, cultivated mushrooms and hops (the definition is given in the content of this law); Fishery and aquaculture products are those listed in Annex I of Regulation (EU) No 182/2011. 1379/2013;

certify the marketing of primary agricultural products for which they have a producer certificate or aquaculture license or commercial fishing license, as the case may be.

The value of the marketing premium (producers cannot claim the premium that exceeds the limit of their own production capacity) will be calculated as follows:

  • the equivalent value in lei of 200 euros / tonne / 10,000 eggs for primary agricultural products, fishery products and aquaculture, sold to the processing units; the premium cannot exceed 20,000 euros per year / beneficiary;
  • the equivalent value in lei of 100 euros / tonne / 10,000 eggs for primary agricultural products, fishery products and aquaculture, sold directly for consumption; it cannot exceed 10,000 euros per year / beneficiary.

The bill favors national agricultural producers
