The Minister of Health, Nelu Tătaru, announced on Monday night at the end of the meeting of the National Committee for Emergency Situations (CNSU) that several measures have been taken that should be observed by citizens from countries with a higher infection rate by COVID-19. than that of Romania. This mechanism will take effect on October 7.
Decision no. 47 of 05.10.2020 on the approval of the list of countries / areas of epidemiological risk for which the quarantine measure is instituted for people arriving in Romania from them and the establishment of measures in the field of public health:
“Art. 1
(1) The list of countries / areas of high epidemiological risk for which the quarantine measure is established for people arriving in Romania from them, in force as of 07.10.2020, which appears in the annex, is approved.
(2) It is exempt from the measure provided for in par. (1), people arriving in Romania from countries / areas of high epidemiological risk, if they remain in the national territory for a period of less than 3 days (72 hours) and present a negative test for SARSCoV-2, carried out for a maximum of 48 hours before entering the national territory. (3) People arriving in Romania from the countries / areas of high epidemiological risk indicated in par. (1) and they go into quarantine for a period of 14 days, they can come out of quarantine after the 10th day, if they test for SARS-CoV-2 on the 8th day of quarantine, and the result is negative and shows no symptoms . specific.
Art. two
The organization of religious festivals is allowed only with the participation of people who have their domicile or residence in the town where the activity takes place, without the participation of people / pilgrims from other towns.
Art. 3
(1) The Bucharest county / municipality committees for emergency situations have the obligation to meet in an extraordinary meeting, within 48 hours following the date of issuance of this decision, to analyze in detail the epidemiological situation at the level of each location and disposition. of emergency measures to reduce the impact of the risk in accordance with the legal provisions approved by the decisions of the Government and those of the National Committee for Emergency Situations.
(2) In the situation in which the accumulated incidence in the last 14 days of the cases at the county level or of one or more localities exceeds 1.5 / 1,000 inhabitants, after the measures adopted according to the provisions of paragraph . (1), the county / Bucharest committees for emergencies are required to meet in extraordinary session, within 48 hours after the date of exceeding the aforementioned threshold.
Art. 4 It is proposed that the people elected in the electoral elections organized in September 2020, for the election of mayors, presidents of provincial councils and members of local and provincial councils, may take the oath provided for in the Government Emergency Ordinance no. 57 of July 3, 2019 on the Administrative Code, without physical presence, by electronic means of remote communication, when the person in question is in isolation or quarantine, in accordance with the law.
Art. 5 All public and private institutions, as well as economic operators that operate in localities where the accumulated incidence in the last 14 days of cases is greater than 1.5 / 1,000 inhabitants, have the obligation to analyze how to carry out the activity with the end of organization of home / telework hours, and when this is not possible, it is recommended to postpone working hours.
Art. 6 This decision is communicated to all components of the National Emergency Management System, for its implementation by order and administrative acts of its leaders “.
