Negotiations, extended successively
CGN was declared a qualified investor on September 9, 2014 and a selected investor on October 17, 2014, the date on which the Joint Letter on the intention to carry out the project for units 3 and 4 of Cernavoda was signed.
On October 22, 2015, SNN shareholders approved the signing of the Memorandum of Understanding on the development, construction, operation and dismantling of Units 3 and 4 of CN Cernavoda, a document that was signed on October 9, 2015, when negotiations began.
The continuation of the negotiations was approved on several occasions.
On December 21, 2016, the Ministry of Energy issued a press release informing that, given the complexity of the project and the long-term commitment of the Romanian State, it considers that the most correct approach is to allow the new government an analysis of decisions in on the outcome of the negotiations and the steps to follow.
In February this year, the Secretary of State for the Energy Ministry, Robert Tudorache, said that “negotiations take too long and it is time to tackle a decision.

14 years of discussions on Units 3 and 4, which have been in conservation since 1992
The construction of reactors 3 and 4 began between 1984 and 1985, and the units were put into conservation in 1992, when the total completion rate of the works was 15% for unit 3 and 14% for unit 4 .
Discussions on the development of Units 3 and 4 were resumed in 2003. The feasibility study carried out by Deloitte & Touche and presented to the Board of SNN SA in March 2006, identified the optimal solution for the implementation of Units 3 and 4, the establishment of a Project Company made up of local and foreign investors, a project undertaken by the Government on September 14, 2006.
