3. If you want to make a change for the better, why not ask the opinion of the main institutional partners?
These are changes within important judicial police structures in the Capital Police. Structures that handle cases of very serious crimes. Structures that work well today. Your change cannot be made overnight. It cannot be done without a serious justification, without a serious and correct analysis of your activity. And it cannot be done without taking into account the point of view of the police who work in those structures. These changes cannot be made in secret.
This is not exclusively an internal administrative problem for the police. These structures are investigating criminal cases, mainly collaborating with the Bucharest prosecutor’s offices. Cf. Art.55 subsection 6 of the Criminal Procedure Code: “The criminal investigation bodies of the judicial police (…) carry out their criminal investigative activity under the direction and supervision of the prosecutor.” Not asking, in the context of these changes, the point of view of the Prosecutor’s Office, not involving the Capital Prosecutor’s Office in the analysis of the activity of these judicial police structures is an unprofessional and even offensive attitude. A change made hastily and ignoring a true inter-institutional dialogue carries many risks: for the activity of the police and the prosecution. And, in fact, for criminal reasons and, above all, for the safety of the people ”, the magistrate emphasizes.

“Over time, there have been times when those responsible for the Capital Police have blocked or delayed certain projects. But things have never gotten so low. Given these things, I can only think that under the guise of an officially stated goal of changing structures for the better by making work more efficient, it is actually aimed at changing people who are competent but who do not blindly execute orders, especially questionable orders. . Former Head of the Capital Police: “Let’s try to identify viable solutions for a real reform and not a reorganization”
A former head of the Capital Police also spoke about the reorganization of the more efficient structure of the Romanian Police.
„The purpose of a reorganization should be to increase the efficiency of the organization. I did not understand how management approached this reorganization. The Capital Police is a behemoth where about 7000 police officers work, it is not possible and it is not convenient to do a reorganization overnight. You cannot ask subordinate bosses to come up with reorganization proposals because these proposals are based only on intuitions like “I think that’s better.”
You cannot destroy what works and it is given that the Homicide Service works very well. I go back and emphasize that if we want to increase the efficiency of police structures, it is necessary to have a serious approach to the issue. In this sense, it must be said clearly and unequivocally that a reorganization does not only mean a simple reduction of positions or compartments, the elimination of one or more structures, everything is much more complex and therefore requires a detailed analysis. An in-depth evaluation will highlight exactly what the objective and subjective problems of the Police are, but it is necessary to want this fact, and then try to identify viable solutions for a real reform and not a reorganization ”, explains the cited source.
Death of Emi Pian
After the images with the meeting between the former head of the Romanian Police, Liviu Vasilescu, and the leaders of the Duduianu clan appeared in the church, in the middle of the night, Adevărul asked former president Traian Băsescu how he sees this meeting kept secret by the Ministry of the Interior.
