Revenge for the images with the former chief of the Police and the leaders of the Duduianu Clan: DNA collects documents from the Homicide Service of the Capital Police

The raids come a few days after information appeared in the press that the leadership of the Capital Police in collaboration with the Ministry of the Interior is secretly working on a project to reorganize the Homicide Service, which in fact it would like to abolish various offices. from within this structure to replace those responsible for coordinating its activity.

“I have not heard of the abolition of a vital service in the Interior Ministry, I will check,” said Klaus Iohannis, when asked by reporter “Adevărul” if he has information about the plan to abolish the Homicide Service, given that the Home Office still pays. police, such as the second head of the Homicide Service, Chief Commissioner Radu Gavriş, to Harghita.

We remind you that the service commission was signed by Quaestor Liviu Vasilescu, before he resigned as head of the Romanian police.

Homicide Service police officers are suspected of providing the press with images of the meeting between former Romanian police chief Liviu Vasilescu and the leaders of the Duduian clan prior to Emi Pian’s funeral.

Prosecutor: “Such changes cannot be made in secret”

Regarding the “reorganization” of the Homicide Service, experts claim that, “under the guise of an officially stated goal of changing structures for the better through work efficiency, it is actually aimed at changing people who are competent but not executing blind orders, especially questionable orders. ”Proof of this fact is that today the head of the Homicide Service was” eliminated “from the board of directors of the Capital Police, the place where the fate of this structure will be decided.

More precisely, a former head of the Capital Prosecutor’s Office explained to “Adevărul” how he sees the reorganization of the elite structure of the Capital Police.

“It will probably motivate them to be trying to make the structures more efficient. I mean, things are going to get better than they are now. But here are some questions:

1. If you want to make a change for the better, why are you in such a hurry?

2. If you want to make a change for the better, why are you doing it in secret?

3. If you want to make a change for the better, why not ask the opinion of the main institutional partners?

These are changes within important judicial police structures in the Capital Police. Structures that handle cases of very serious crimes. Structures that work well today. Your change cannot be made overnight. It cannot be done without a serious justification, without a serious and correct analysis of your activity. And it cannot be done without taking into account the point of view of the police who work in those structures. These changes cannot be made in secret.

This is not exclusively an internal administrative problem for the police. These structures are investigating criminal cases, mainly collaborating with the Bucharest prosecutor’s offices. Cf. Art.55 subsection 6 of the Criminal Procedure Code: “The criminal investigation bodies of the judicial police (…) carry out their criminal investigative activity under the direction and supervision of the prosecutor.” Not asking, in the context of these changes, the point of view of the Prosecutor’s Office, not involving the Capital Prosecutor’s Office in the analysis of the activity of these judicial police structures is an unprofessional and even offensive attitude. A change made hastily and ignoring a true inter-institutional dialogue carries many risks: for the activity of the police and the prosecution. And, in fact, for criminal reasons and, above all, for the safety of the people ”, the magistrate emphasizes.

He also claims that things have never gotten so low.

“Over time, there have been times when those responsible for the Capital Police have blocked or delayed certain projects. But things have never gotten so low. Given these things, I can only think that under the guise of an officially stated goal of changing structures for the better by making work more efficient, it is actually aimed at changing people who are competent but who do not blindly execute orders, especially questionable orders. . As for the causes of suspicious deaths, I understand that you want to go back to a system that, 10-15 years ago, was totally ineffective. It is normal for a specialized structure to investigate these causes. This avoids the risk that events that are actually murders pass for deaths without criminal relevance, ”the prosecutor points out.

CSI: “Don’t put all the bastards barking muzzles”

Vali Sitaru, former head of the Forensic Service’s Forensic Investigations Laboratory, also raised the alarm about the reorganization of the Capital Police.

“I read and I cross myself! They put the guns on the Homicide Service, like the plagues of the police. Starting with Radu Gavris, whom I have known in passing since he graduated from the Academy and was assigned to Murder. He was not my boss. , It is not for me to be classified as a pupil, but this man does not deserve what happens to him. Radu: let me tell you that he was one of the few, if not the only Chief of Police, who applied modern investigative methods in police work , methods learned abroad, where he went to learn and apply in the country, not on a trip like the vast majority. He was one of the few who understood the value of the criminologist, the usefulness of his knowledge in collecting evidence and his scientific exploitation to achieve the purpose of the criminal trial. He was the only one who realized the importance of the Information Analysis Service, which, together with the Forensic Service, took full advantage. He was the only one who understood that success is at The team and the team deserve all the praise – since I met him I have not heard him say ONCE, like all the teachers of educational institutions, all the heads of IGPR, MAI, etc. , etc., “I TOOK IT” !!!

He made Berechet, a run with former General Berechet, another skill, which he made and got rid of. On the “terminator” list, he follows Diana Sarca, a very good assassination worker, with whom I spent many nights among corpses in various stages of decomposition. Now comes the icing on the cake, the murder of the Homicide Service. I have known and worked with these people since 1992 – then I was involved in the investigation of my first murder case, the double murder in Rudeni, the officer on the case was the young Major Lieutenant Dan Antonescu and I ended up with “Colectivul”.

Together with these people I saw all the misery of Bucharest, all the imaginable and unimaginable horrors, from raped women murdered, torn to pieces and scattered throughout the sources of the country, continuing with our newborns murdered by their mothers in the backyard, from boiled Chinese and Pour into the carcass, until the children cut into pieces, pack them into packages and put in the fridge-freezer and refrigerator. Beautiful views, similar cores. Want an experiment on what it means to work as a forensic scientist and homicide worker? Take a piece of meat, put it in a plastic bag, leave it in the sun for 2-3 days, then take a deep breath from the bag, as Uros do with their bags.

Or that I put up with it for hours, sometimes days at a time, but that was the job we chose, beautiful but often extremely unpleasant. (…) Those of you who want to slaughter this service, before cutting, destroying what is going on, do not put your snout at all the bastards who bark at envy, for exemplary convenience, lest it bother you from your lethargy , and if you put them to work it’s already an unprecedented affront, to go to some cases with them, smoke a cigarette together, at 2 p.m., sit on a sidewalk to catch your breath, then look at the dark windows, the big mostly dark.

People sleep, rest, I do not know that a tragedy happened in a place, some people seek to find out what happened, how it happened, why it happened, who committed the deed, and you, dear taxpayer, know nothing about anything. these, at most maybe you will find out something in the press the next day, you will comment maybe at work with colleagues, but you will quickly forget what happened and that some people run to catch the perpetrator, so you can sleep peacefully and at night, because life is unpredictable and you never know when you are in the wrong place at the wrong time. (…) You have come to hate this service, to decimate it, for your political struggles (…)

I don’t know who advises you, what interests you have, but MINISTER CANDLE, if it really is what you say, go to this service, unofficially, just you and talk to those guys, possibly have a beer together and listen, they will. be fascinated and you will have the opportunity to know them through your own senses, not through the interests of others! My dear former colleagues, I feel honored because I worked a human life with you, thank you for being with me for good and especially for much. I RESPECT THE MURDER SERVICE !!!

PS: Maybe our colleagues at PTMB have something to say too, maybe the forensic doctors too! I wish you POWER, UNITY AND MUCH SUCCESS !!! “

Former Head of the Capital Police: “Let’s try to identify viable solutions for a real reform and not a reorganization”

A former head of the Capital Police also spoke about the reorganization of the more efficient structure of the Romanian Police.

The purpose of a reorganization should be to increase the efficiency of the organization. I did not understand how management approached this reorganization. The Capital Police is a behemoth where about 7000 police officers work, it is not possible and it is not convenient to do a reorganization overnight. You cannot ask subordinate bosses to come up with reorganization proposals because these proposals are based only on intuitions like “I think that’s better.”

You cannot destroy what works and it is given that the Homicide Service works very well. I go back and emphasize that if we want to increase the efficiency of police structures, it is necessary to have a serious approach to the issue. In this sense, it must be said clearly and unequivocally that a reorganization does not only mean a simple reduction of positions or compartments, the elimination of one or more structures, everything is much more complex and therefore requires a detailed analysis. An in-depth evaluation will highlight exactly what the objective and subjective problems of the Police are, but it is necessary to want this fact, and then try to identify viable solutions for a real reform and not a reorganization ”, explains the cited source.

Death of Emi Pian

After the images with the meeting between the former head of the Romanian Police, Liviu Vasilescu, and the leaders of the Duduianu clan appeared in the church, in the middle of the night, Adevărul asked former president Traian Băsescu how he sees this meeting kept secret by the Ministry of the Interior.

“I would fire them immediately. I would tell Minister Vela that the dust thrown by the Animal Police, so as not to show the disorder, does not hold. I am not saying that I should not have talked to him. He called him to go to the police. I never know. It occurred to me that a state body would never cite me. How is it possible to treat organized crime groups like that? It shows a servitude, an addictive relationship. Here is the problem. I have to explain to you, dear criminals, that I have to do this ” Traian Băsescu said.

The death of the undercover Emi Pian revealed several irregularities ignored by the authorities: among others, the vigil of the leader of the Duduianu clan, who could not be organized, according to the law, at his home. As if they did not know the law, the authorities present at the scene did not take any action. The worst thing is that the chief of the Capital Police was there, but she behaved as if she did not know the law.

After the burial of the thief – when all the protection and social distancing rules were once again violated – several police officers reacted vehemently, showing that their superiors “ensured the protection of thieves.”
