Prime Minister Ludovic Orban announced at the beginning of the government meeting that a state of alert will be declared today. The prime minister specified that an emergency ordinance will be adopted at the meeting, naming the head of the Special Committee for Emergency Situations. The declaration of the state of alert will be made on the basis of GEO 21 and not on the basis of the law approved yesterday by Parliament, which comes into force only at the beginning of next week. According to an ITC decision, rights and freedoms cannot be restricted under the Emergency Ordinance.
“Today CNSSU will declare a state of alert in the emergency situation caused by conroavirus. Also today, CNSSU will institute all necessary measures to defend the life and health of Romanians. These will be mandatory and will be established on the basis of GEO 21 , which establishes the state of alert. Nothing will prevent us from making all the necessary decisions to face the challenge generated by this epidemic, “said Ludovic Orban.
The Prime Minister specified that the measures they will take today must take into account yesterday’s CCR decision. The judges of the Court established that GEO 21/2004 on the state of alert cannot restrict rights and freedoms. This means that, for example, the right to free movement cannot be restricted. However, Orban asked the ministers to issue all the necessary health regulations for the resumption of activity, for the operation of hotels, salons and dental offices, as well as for the use of protective masks by the population.
“CNSSU will adopt all the necessary measures and I ask the ministers to issue the health and safety at work standards that must be observed in all activities.” Here we are talking about the rules related to traffic in the means of transport, those relating to the operation of hotels, hairdressers, all activities for which restrictions are lifted. (…) We must regulate all the necessary measures from the transition from the state of emergency to the state of alert, which establishes the rights of citizens, facilities, in the field of health, in the field of education. (…) We must take into account the decision of the CCR that the GEO cannot affect rights and freedoms, “said the prime minister.
Ludovic Orban announced that he will amend the law to assume leadership of the Special Committee for Emergency Situations. The Prime Minister will coordinate the activity of the CNSSU together with Ion Ștefan, the Minister of Development, Marcel Vela, the Minister of the Interior and the head of the DSU, Raed Arafat.
“I want to let you know that together with the Ministry of the Interior I made the decision to strengthen the authority of the CNSSU. Let us modify GEO 21 and assume the leadership of the CNSSU. I ask for a mobilization to face the transition from the state of emergency to the state of alert,” he added. Orban.
The Prime Minister also sent a message to the Romanians asking them to be responsible.
“Be responsible as before, respect all the measures imposed by the authorities because they protect your life and health,” said Ludovic Orban.
